Ministar Bevanda najavio povećanja plaća organima vlasti
Ministar finansija i trezora u Savjetu ministara Vjekoslav Bevanda najavio je mogućnost da osnovica plate u državnim organima vlasti bude povećana za 4,5 odsto, te dodao da su sve veći pritisci sindikata da se to dogodi nakon sedam godina.
Bevanda je naveo da je usvajanjem budžeta za 2019. godinu ostvarena mogućnost za povećanje naknade za topli obrok i najavio da će se to početi isplaćivati uz januarske plate.
Prema njegovim riječima, postoji inicijativa da se osnovica vrati na onaj nivo na kom je bila 2012. godine kada je snižena za 4,5 odsto.
“Pritisak sindikata je sve veći, a u prvobitnom sporazumu koji je Savjet ministara imao s njima, kada su smanjene plate i naknade, navedeno je da dvije godine neće biti korekcija. Prošlo je sedam godina i sve češća su pisma, dopisi i zahtjevi za sastanke na ovu temu. Možda i opravdano jer treba imati u vidu i one čiji je koeficijent nizak”, rekao je Bevanda za “Glas Srpske”.
On je dodao da je siguran da niko ne može reći da su dobro plaćeni vojnici, policajci, inspektori i oni čiji rad je često izložen raznim rizicima.
“To je odluka koju donosi Savjet ministara na osnovu Zakona o platama i naknadama u institucijama BiH, pa ćemo uskoro vidjeti da li će biti prihvaćena ova inicijativa”, rekao je Bevanda, koji je i zamjenik predsjedavajućeg Savjeta ministara.
Bevanda smatra i da povećanje fiskalnog okvira od 30 miliona KM “i nije neko veliko povećanje”, navodeći kao primjer Činjenicu da institucije BiH imaju budžet približan onom u Kantonu Sarajevo ili trećinu ili četvrtinu onoga što se potroši u entitetima.
On je naveo da kao bivši ministar finansija FBiH dobro zna da su ključne oblasti u nadležnosti entiteta, poput obrazovanja, zdravstva, socijalnih davanja i naglasio da je sasvim razumljivo da na nivou BiH nisu potrebni tako veliki iznosi u budžetu.
“Međutim, imamo mnogo važnih institucija, sve one moraju se finansirati da bi bile funkcionalne i teško je odrediti šta je najpreče i to nam je i najteži dio posla tokom konsultacija sa budžetskim korisnicima. Mnogi budžet doživljavaju kao plijen i rado bi da ga podijelE snagom jačeg ili većeg, ali to ne ide tako”, istakao je Bevanda.
Kada je riječ o budžetu za ovu godinu, Bevanda je naveo da Savjet ministara još nije dobio budžetski zahtjev iz Predsjedništva BiH, a da su konsultacije sa budžetskim korisnicima završene prije dva mjeseca, dodajući da ne bi trebalo da bude mnogo korekcija.
Govoreći o poravnanju prihoda od PDV-a i šta bi trebalo uraditi da se ovo pitanje zauvijek riješi, Bevanda je naveo da, ukoliko bi bilo moguće imati fiksne koeficijente na koje bi pristali svi, onda bi to bilo neko stalno i trajno rješenje.
“U sadašnjem načinu raspodjele, na primjer, Brčko distrikt ima fiksni koeficijent od 3,55 odsto, ali ne znači da su oni uvijek na dobitku. Na kraju, oni nemaju ni motiv da privlače investitore i privrednike da troše u Brčko distriktu jer im uvijek pripada isto novca što, s druge strane, izaziva nezadovoljstvo entiteta”, rekao je Bevanda.
