Politika BiH se vodi u Sarajevu, a ne u Moskvi, Beogradu ili Zagrebu

Dvodnevna posjeta ruskog ministra vanjskih poslova Sergeja Lavrova Bosni i Hercegovini neće ostati upamćena kao jedan od njegovih većih diplomatskih poduhvata. Ta procjena nije posljedica činjenice da su sastanak sa njim odbila dvojica članova Predsjedništva BiH već izjava koje su dovele do takve odluke Šefika Džaferovića i Željka Komšića.

Lavrov je, podsjetit ćemo, nakon jučerašnjeg sastanka u Istočnom Sarajevu sa predsjedavajućim Predsjedništva BiH Miloradom Dodikom i zvaničnicima entiteta RS, na kojem nisu bile istaknute zastave države BiH, poručio kako Rusija podržava stav entiteta RS o “vojnoj neutralnosti”.

Time je šef ruske diplomatije iskazao nepoštivanje ustavnog poretka u BiH, te zakona i relevantnih odluka koje su nadležne institucije naše zemlje donijele.

Među nadležnim institucijama koje vode ili usmjeravaju vanjsku politiku BiH nije Narodna skupština RS-a, s obzirom na to da je Dejtonskim mirovnim sporazumom i Ustavom BiH kao njegovim integralnim dijelom predviđeno da se tim pitanjem bavi isključivo državni nivo vlasti, prije svih Predsjedništvo BiH.

Da je članstvo u NATO vanjskopolitički cilj BiH, a ne “vojna neutralnost” koju nameće jedan od dva entiteta, predviđeno je Zakonom o odbrani BiH, odnosno njegov član 84. koji propisuje obavezu svim nadležnim institucijama da provode aktivnosti s ciljem stjecanja članstva BiH u Alijansi. Za to zakonsko rješenje su glasali predstavnici svih naroda, pa i predstavnici političkih opcija koje danas zagovaraju “vojnu neutralnost”.

Isti ti predstavnici su u međuvremenu donijeli i niz odluka, te usvojili nekoliko dokumenata koji se odnose na NATO integracije, poput Strategije vanjske politike ili posljednjeg Programa reformi, kojim je, između ostalog, predviđeno formiranje Komisije za NATO integracijski proces BiH i kojeg je potpisao upravo MIlorad Dodik.

Poštivanje ustavnog poretka i nadležnosti različitih nivoa vlasti, te poštivanje zakona i relevantnih odluka institucija države BiH jeste zapravo poštivanje Dejtonskog mirovnog sporazuma, na kojeg se Lavrov poziva i čiju nepromjenjivost zagovara.

– Svaki pokušaj rušenja Dejtona može imati vrlo ozbiljne posljedice – zaprijetio je Lavrov u Istočnom Sarajevu.

Uporedo sa pozivanjem na poštivanje Dejtona i prijetnjama “ozbiljnim posljedicama” ukoliko se on pokuša promijeniti, Lavrov je pozvao na ukidanje Ureda visokog predstavnika (OHR) u BiH, zanemarivši u potpunosti činjenicu da je pozicija visokog predstavnika utvrđena upravo Dejtonskim mirovnim sporazumom.

– Osnovni principi zahtijevaju da svi problemi u BiH budu riješeni unutrašnjim političkim dijalogom, bez stranog miješanja – izjavio je šef ruske diplomatije pojašnjavajući potrebu gašenja OHR-a.

Teško se ne složiti sa konstatacijom Sergeja Lavrova o potrebi donošenja odluka koje se odnose na BiH isključivo na osnovu političkog dijaloga unutar BiH i taj princip gaze upravo oni koji su u ponedjeljak ugostili šefa ruske diplomatije.

Visoki predstavnik već godinama ne donosi odluke u BiH, a sva ključna rješenja su donesena u nadležnim institucijama i to konsenzusom predstavnika svih naroda i građana. Takav je slučaj i sa Zakonom o odbrani BiH koji propisuje NATO put kao ključni vanjskopolitički cilj BiH, a kojeg nije donio visoki predstavnik već Parlamentarna skupština BiH uz glasove zastupnika i delegata iz reda svih konstitutivnih naroda.

Uprkos zagovaranju potrebe donošenja odluka unutar BiH, bez miješanja stranih faktora, Dodikovi jučerašnji domaćini u praksi djeluju upravo suprotno tim principima.

Tako bi, primjera radi, prema mišljenju Milorada Dodika i većine zvaničnika iz entiteta RS vanjsku politiku BiH trebao usmjeravati Beograd, što se odnosi na članstvo u NATO-u, ali i na pitanje priznanja Kosova. Da se takve odluke neće donositi u Beogradu, već u Sarajevu, poručio je prije tri godine u srbijanskoj prijestolnici tadašnji član Predsjedništva BiH Bakir Izetbegović.

– Jedno bitno pojašnjenje u vezi toga da će BiH, vodeći svoju vanjsku politiku, čekati na stav Beograda. Međunarodna politika i stavovi BiH će se odlučivati u Sarajevu od strane ova tri čovjeka koja su tu (članovi Predsjedništva BiH, op. a.). Itekako ćemo uzeti u obzir, naravno, stavove susjednih zemalja jer živimo sa Srbijom, živimo sa Hrvatskom i posebno ćemo uzimati u obzir stavove Evropske unije jer smo takvu stvar ranije preuzeli u odnosu na evropski put BiH – poručio je Izetbegović u Beogradu nakon sastanka sa predsjednikom Srbije Aleksandrom Vučićem 6. decembra 2017. godine.

Za stav tadašnjeg člana Predsjedništva BiH Dragana Čovića, koji se nije protivio tome da se vanjska politika BiH kreira u Beogradu, Izetbegović je kazao da je to njegov lični stav, a ne stav Predsjedništva BiH.

Međutim, upravo političke strukture koje vođenje vanjske politike prepuštaju regionalnim centrima danas zastupaju odlazak visokog predstavnika zbog tobožnje potrebe da sve odluke donose domaće snage, pri tome optužujući one koji već prakticiraju takav pristup da teže stranom intervencionizmu i ograničavanju suvereniteta BiH.

Gašenje OHR-a jasno je definirano uvjetima i obavezama propisanim Programom 5+2, čiju provedbu opstruiraju upravo oni koji su najglasniji u pozivima na odlazak visokog predstavnika. Njegova uloga je i u samom Dejtonskom mironom sporazumu, kojeg i Lavrov deklarativno poštuje, propisana s ciljem uspostavljanja pune funkcionalnosti države BiH, na čijem putu stoje oni koji koriste sve mehanizme za blokade u napretku države.

Današnja odluka članova Predsjedništva BiH Šefika Džaferovića i Željka Komšića da ne prisustvuju sastanku sa Lavrovom zbog protuustavnim protuzakonitim stavovima šefa ruske diplomatije nije incident ili presedan, već potvrda postojanja kontinuiteta državne politike koja kao svoj centar postavlja BiH, a ne regionalne i međunarodne centre moći.
