Inzko: Merkel vraća BiH na međunarodnu agendu, ofanziva je u toku
Novi visoki predstavnik u Bosni i Hercegovini, njemački političar i bivši savezni ministar u toj zemlji Christian Schmidt, koji će dužnost preuzeti 1. augusta, već je započeo diplomatsku ofanzivu čiji je cilj BiH vratiti u vrh međunarodne agende, kaže u intervjuu za Radio Slobodna Evropa (RSE) sada već odlazeći visoki predstavnik Valentin Inzko. Inzko je 27. maja podnio ostavku na ovu funkciju.
Za RSE kaže i kako smatra da je međunarodna zajednica “prerano domaćim političarima prepustila kormilo”, te da će svom nasljedniku sugerisati da uz dogovor domaćih snaga kombinuje i bonske ovlasti koje visokom predstavniku daju mogućnost nametanja određenih rješenja, ukoliko ne postoji dogovor, ili se narušava Dejtonski mirovni sporazum.
Iako je, prije 12 godina, kada je došao na funkciju, dobio u zadatak da privede kraju zatvaranje Ureda visokog predstavnika uvjeti za to, kaže, ni danas nisu ispunjeni.
Protivljenja odlukama koja je kroz Vijeće za implementaciju mira (PIC) godinama praktikovala Rusija, Inzko vidi kao pokušaj opstrukcije napretka zemlje ka Evropskoj uniji i NATO-u.
Na konstataciju da nije posljednji visoki predstavnik, mada se to kada je došao u BiH nekako priželjkivalo, i upit koliko je BiH daleko od gašenja OHR-a, i da li bi to bilo dobro uzevši u obzir političku klimu, Inzko je odgovorio:
– Pa, ako bi gašenje bilo dobro, ja bih sutra gasio OHR, ako bih znao da će biti bolje i drugačije. Međutim, ja sam dobio zadatak da zatvaram OHR i taj zadatak je bio pismeni. Međutim, međunarodna zajednica, pogotovo ja lično, smo vidjeli kako je svake godine postajalo samo gore i gore. Da napomenem samo pitanje referenduma, onda je došlo pitanje državnosti, da li Republika Srpska ima svoju državnost ili ne. Sada je to pitanje mirnog otcjepljenja itd. Znači, oni koji zagovaraju da se OHR zatvori, oni su baš doprinijeli da OHR ostane otvoren.
Kada je riječ o protivljenju Milorada Dodika da se imenuje novi visoki predstavnik, Inzko je rekao da ” gospodin Dodik vjerovatno ne želi državu”.
– On se protivi i evropskim sudijama u Ustavnom sudu, on je protiv toga. Vjerovatno ne želi ni dobro sudstvo, nikakvu pravnu državu i zato se protivi prisustvu evropskih sudija, mom prisustvu, ne želi ni EUFOR koji ovdje donosi mir i stabilizaciju. Ne želi pozitivne stvari i želi da bude sve po njegovom ukusu i ćeifu. To ne može, jer postoji međunarodni zakoni i konvencije i gospodin Dodik se mora njih pridržavati.
Na upit “a Rusija?”, on je dao sljedeći odgovor:
– Rusija ima svoju politiku. Ja poštujem to, ali se ne slažem. Recimo, kada oni kažu da Bosna i Hercegovina želi u NATO, a oni su protv NATO-a, postoji zakon odbrane, mislim da je član 84, gdje lijepo piše da je budućnost BiH u NATO-u. Znači, to je želja koju BiH ima sama, a meni zamjeraju da ja propagiram NATO što nije tačno. Ja samo kažem to je želja države, ona je u zakonu i to treba poštovati. Ništa drugo. Naravno, može se zakon mijenjati, ali dok zakon postoji, dok postoji potpis gospodina Radmanovića, to je na snazi. Ili kad mi kažemo u PIC-u, evroatlanske integracije, i to je želja Bosne i Hercegovine, nismo mi to izmislili, oni se tome protive.
Jedno od pitanja bilo je “da li bi imenovanjem Schmidta moglo doći do diplomatske ofanzive u BiH, s obzirom da Schmidt dolazi iz Njemačke koja je jako zainteresirana da se stanje u BiH riješi, kao što pojedini političari u Federaciji BiH vjeruju?”
– Apsolutno će doći do ofanzive, mislim da je ofanziva već u toku. Gospodin Schimdt je već imao razgovore sa visoko pozicioniram činovnicima iz Amerike, Vašingtonu, imao je već neke sastanke sa njima. Gospodin Schimdt je ovih dana bio u Berlinu, Briselu. Napravio je prve telefonske razgovore sa gospodinom Plenkovićem, sa gospodinom Vučićem.
Angela Merkel je sama rekla da će sada Bosna i Hercegovina više biti na dnevnom redu na višem nivou, da se vrati BiH na dnevni red. To je vrlo važno i vrlo fino od gospođe Merkel, moramo biti svjesni da postoji takmičenje konflikata-Bliski istok, izbjeglička kriza ili Afganistan. To su konflikti koji su mnogo veći, neki su stariji, ali svi su veći od Bosne i Hercegovine. To su konflikti gdje ima mrtvih, a u Bosni toga nema, hvala Bogu. I onda ljudi kada se probude ujutro u Vašingtonu ili Berlinu nije njima Bosna i Hercegovina u prvom planu.
Zato moramo biti blagodani Njemačkoj, gospodinu Schmidtu da vrati Bosnu i Hercegovinu na međunarodni dnevni red. I sada su ljudi koji žive i koji se sjećaju Dejtona, ima još ljudi koji znaju gdje je Bosna i Hercegovina, ali toga će biti sve manje i manje i zato sam ja jako blagodaran gospođi Merkel da je omogužila gospodinu Schmidtu da dođe u Bosnu i Hercegovinu i da se da više pažnje toj divnoj zemlji – rekao je Inzko.
