Prema udžbeniku “Društvo” za peti razred: BiH ima “zajedničke organe i institucije”

U udžbeniku “Društvo” za peti razred osnovne škole, koji se koristi u Tuzlanskom kantonu, državne institucije Bosne i Hercegovine označene su kao “zajednički organi i institucije” što je dovelo do reakcije roditelja, a potom i resornog Ministarstva obrazovanja i nauke.

Kako je sintagma “zajedničke institucije”, koja ne postoji u Ustavu BiH i koju propagiraju negatori ove države, našla svoj put u udžebenik, trebali bi odgovoriti oni koji su to dozvolili.

– Od Federalnog ministarstva obrazovanja i nauke tražit ćemo odgovore za postupak odobrenja udžbenika uključujući ocjene i mišljenje recenzenata. Obavit ćemo razgovor s izdavačem i zatražiti korekcije i ne isključujemo povlačanje udžbenika iz upotrebe – kaže ministar obrazovanja i nauke TK Elvis Baraković.

Udžbenik “Društvo”, autorice Amire Idrizović, izdavačke kuće “Vrijeme” Zenica i “Nam” Tuzla, nalazi se na Spisku odobrenih radnih udžbenika, udžbenika, priručnika, radnih listova i zbriki zadataka za osnovne škole, gimnazije i srednje i tehničke i stručne škole Federalnog ministarstva obrazovanja i nauke. Postupak odobravanja udžbenika za korištenje, u ime Koordinacije ministara obrazovanja i nauke u Federaciji BiH, provodi Federalno ministarstvo obrazovanja i nauke, koja uključuje raspisivanje konkursa, pribavljanje rukopisa, odabir recenzenata i druge aktivnosti u provođenju postupka.

Ministar Barković kaže da se udžbenik ne može tek tako povući iz upotrebe, a da pri tome nema zamjenskog, ali i da postoji mogućnost korekcija.

Pored termina “zajedničke institucije” u udžbeniku su pobrojani kantoni i županije, s tim da kod nekih stoji samo naziv županija, kod nekih kanton, a kod nekih obje varijante, što je neshvatljiv postupak, bez ikakvog utemeljenja u Ustavu FBiH.

– Od školske 2020/2021. godine, u svim osnovnim školama čiji je osnivač Skupština TK, koristi se jedan udžbenik u skladu sa Zakonom o osnovnom odgoju i obrazovanju. Prethodno je Skupština Tuzlanskog kantona na sjednici od 2. novembra 2019. godine, usvojila Zaključak da se od školske 2020/2021. godine, u svim osnovnim školama čiji je osnivač Skupština TK i u svim razredima koristi isti udžbenik, po principu trenutno najzastupljenijeg udžbenika – kažu u Ministarstvu nauke i obrazovanja TK.

U skladu sa navedenim, Ministarstvo obrazovanja i nauke Tuzlanskog kantona je donijelo odluku o korištenju udžbenika “Društvo”, autorice Amire Idrizović, u petom razredu osnovne škole za školsku 2020/2021. godinu, a odluka o korištenju udžbenika u osnovnim školama čiji je osnivač Skupština TK nije se mijenjala za tekuću školsku godinu.

Logično pitanje koje se postavlja je kako je udžbenik s ovakvim sadržajem mogao proći recenzije, a onda biti objavljen u ovom obliku. Na to će možda dati odgovor Federalno ministarstvo nauke i obrazovanja.
