EU / Historijski trenutak: Njemačka usvojila zakon koji se dugo čekao, posebno u BiH
Njemačka vlada usvojila je zakon o useljavanju kvalificirane radne snage koji bi od 2020. trebao omogućiti zapošljavanje i iz zemalja koje nisu članice EU.
“Njemačkoj su potrebni stručni radnici, potrebni su joj radnici iz inozemstva”, rekao je nakon sjednice vlade ministar unutrašnjih poslova Horst Seehofer.
Ministar ekonomije i rada Petar Altmeier rekao je da se radi o “historijskom trenutku u kojem je Njemačka promijenila način razmišljanja kada je u pitanju useljavanje”.
Ministar rada istakao je da vjeruje da ovaj zakon znači i promjenu načina razmišljanja i da iza Njemačke ostavlja razdoblje koje je trajalo više decenija, a koje je karakterizirala ideološka rasprava o useljavanju.
On je naglasio da su uvjeti za useljavanje i dalje visoki, pa će tako, naprimjer, uz stručnu dokvalifikaciju, od presudne važnosti biti i poznavanje njemačkog jezika.
Altmeier je naglasio da demografske promjene i digitalizacija stavljaju njemačku ekonomiju pred veliki izazov, te da joj već sada nedostaje oko 1,2 miliona stručnih radnika.
Jedna od najvažnijih novina za buduće useljenike je ukidanje pravila po kojem strani radnik može biti zaposlen jedino ako poslodavac dokaže da za popunjavanje tog radnog mjesta nije pronašao adekvatnog radnika iz Njemačke ili Europske unije.
Prema novom zakonu gradovi i općine imaju pravo u budućnosti da reaguju na kretanja na tržistu rada i shodno potrebama mijenjaju kriterijume za zapošljavanje radnika koji ne dolaze iz Europske unije.
Sukob između stranaka vladajuće socijaldemokratsko-demokršćanske koalicije najviše se vodio o pitanju tretmana osoba kojima je odbijen zahev za azil, ali se zbog nemogućnosti protjerivanja već godinama nalaze u Njemačkoj gdje su djelimično uključeni na tržište rada.
Ovim osobama, među kojima je i mnogo stanovnika zapadnog Balkana, će se uz određene uslove, poput poznavanja njemačkog jezika i dobre integracije na tržište rada, omogućiti trajno zapošljavanje na temelju novog zakona o useljavanju stručnjaka.
