Američki predstavnik u Vijeću sigurnosti UN-a: Imenovanje Schmidta je gotova stvar
Richard M. Mills, zamjenik američkog ambasadora u UN-u, rekao je večeras da je imenovanje novog visokog predstavnika u BiH gotova stvar.On je ovo kazao na sjednicu Vijeća sigurnostu UN-a na kojoj se raspravlja o BiH.
Naglasio je da je Christiana Schmidta imenovalo Vijeće za provedbu mira (PIC) i da je to dovoljno. Dodao je da se samo Rusija usprotivila njegovom imenovanju, ali da PIC odluke ne mora donositi jednoglasno.
Također je rekao da Vijeće sigurnosti UN-a ne mora odobriti imenovanje šefa OHR-a da bi on stupio na dužnost. Dodao je da SAD podržavaju OHR koji je od ključne važnosti za civilnu provedu Djetonskog sporazuma.
Također je naglasio da još nisu ispunjeni uvjeti za zatvaranje OHR-a, te da će se to desiti tek kada se provede “5+2 agenda”. Mills je podsjetio da se Rusija 2008. usaglasila sa ovom agendom, a da sada traži da se OHR ugasi.
Također je naglasio da otpor Moskve imenovanju novog visokog predstavnika nije baziran na zakonu.
Važno je reći da je Mills naglasio da entiteti nemaju budućnost izvan BiH te da mirna disolucija nije opcija. SAD podržavaju jedinstvenu BiH.
Podsjetimo, ranije večeras je govorio predstavnik Rusije Vassily Nebenzia koji se usprotivio imenovanju novog šefa OHR-a.
Predstavnik Rusije rekao je da se Vijeće okupilo na incijativu Rusije da raspravlja o imenovanju visokog predstavnika. Podsjetio je da je Rusija član Upravnog odbora Vijeća za provedbu mira (PIC) i da kategorično odbija ovo imenovanje.
Rekao je da je procedura za imenovanje visokog predstavnika jasna, da se on imenuje uz odobrenje strana u BiH i Vijeća sigurnosti UN-a. Kako tvrdi, ništa od ovoga se nije desilo u slučaju Christiana Schmidta.
