Bećirović pozvao Izetbegovića da sazove sjednicu: Raspakivanje Dejtona ukida entitete

Delegat u Domu naroda Parlamentarne skupštine BiH Denis Bećirović uputio je poziv predsjedavajućem Doma naroda Parlamentarne skupštine BiH Bakiru Izetbegoviću za sazivanje sjednice naglašavajući da Dejton nije propisao blokadu državnih institucija.

Bećirović piše kako Dejtonski mirovni sporazum nije propisao nikakvu mogućnost bilo kakve blokade državnih organa Bosne i Hercegovine te da Ustav države BiH ne predviđa nijednim članom opciju opstruiranja i blokiranja državnih organa Bosne i Hercegovine.

“Poslovnik Doma naroda Parlamentarne skupštine BiH jasno propisuje da se sjednice moraju održavati najmanje jednom mjesečno. Također, ni u Poslovniku ne postoje odredbe koje omogućavaju bilo kakav oblik blokade najvišeg zakonodavnog organa države Bosne i Hercegovine. Dakle, ne postoji nijedan pravni osnov da bilo koja politička stranka ili pojedinac antidejtonski, antiustavno i antiposlovnički blokira rad Doma naroda i Parlamentarne skupštine BiH u cjelini. To su neoborive pravne činjenice. Sve drugo je teren opasnog pravnog nasilja s nesagledivim posljedicama”, navodi on.

Nažalost, blokada državnih organa Bosne i Hercegovine nije nikakva novina već ponovno kopiranje antiustavnog scenarija koji su 1992. godine, prema razrađenim planovima i instrukcijama iz Beograda, primijenili pravosnažno sudski osuđeni ratni zločinci Radovan Karadžić, Momčilo Krajišnik, Biljana Plavšić i drugi, navodi on.

“Javno vas pozivam da u najkraćem roku počnete sazivati, u skladu s Ustavom BiH i Poslovnikom, sjednice Doma naroda Parlamentarne skupštine BiH. Pri tome želim naglasiti da nije na vama da procjenjujete da li će neki delegati poštovati svoje preskupo plaćene ustavne i poslovničke dužnosti. Vaša je obaveza da sazivate sjednice u skladu s važećim pravnim aktima. Također, želim vas informirati da ću, između ostalog, na prvoj narednoj sjednici Kluba Bošnjaka u Domu naroda Parlamentarne skupštine BiH tražiti da Klub pozove istaknute bosanskohercegovačke naučne radnike (pravnike, sociologe, ekonomiste, politologe, historičare…) da zajedno sa članovima Kluba i drugim delegatima koji to žele pripreme cjelovitu Analizu kršenja Dejtonskog mirovnog sporazuma i Ustava BiH, koja treba biti dostavljena Ujedinjenim nacijama, Evropskoj uniji, državama svjedocima Dejtonskog mirovnog sporazuma i brojnim drugim državama u Evropi i svijetu”, kaže Bećirović.

Domaću i međunarodnu javnost treba upoznati o tome ko poštuje međunarodno i domaće pravo, a ko se odlučio da krene u opasnom smjeru unilateralnog kršenja Dejtonskog mirovnog sporazuma sa svim posljedicama takvog avanturističkog djelovanja. Oni koji misle da mogu svojim antidejtonskim i antiustavnim nedolaskom na sjednice državnih organa vlasti razbiti Bosnu i Hercegovinu u tragičnoj su zabludi, dodao je.

“Nijedna iluzija u Bosni i Hercegovini nije veća i opasnija od ove. U krajnjoj nuždi, državni organi vlasti Bosne i Hercegovine mogu i moraju vršiti svoje ustavne i zakonske obaveze i bez onih koji se dobrovoljno odluče da unilateralno napuste međunarodni sporazum – Dejtonski mirovni sporazum, kao i da ne poštuju Ustav i zakone punopravne članice Ujedinjenih nacija – države Bosne i Hercegovine. Antidejtonski i antiustavni elementi koji odluče da ruše međunarodno i domaće pravo moraju znati da preuzimaju i kompletnu odgovornost za rušenje temeljnih načela ustavnosti i zakonitosti, kao i da raspakivanjem Dejtonskog mirovnog sporazuma vode u samo jedan mogući epilog – ukidanje entiteta unutar države Bosne i Hercegovine”, zaključio je delegat Denis Bećirović.
