Čović: Nismo u koaliciji sa SDA, u Neumu smo prepoznali igru Bošnjaka o građanskoj državi
U svom obraćanju zastupnicima Narodne skupštine RS-a predsjednik HDZ-a BiH Dragan Čović poručio je da se prije dolaska konsultirao sa ljudima koji su predstavnici Hrvata iz RS-a, koji su mu rekli da je dobro doći u Banju Luku i govoriti, a bilo je i puno onih koji su ga zamolili da dođe i kaže nešto u ime malobrojnih Hrvata u RS-u.
No, sve ono što je izgovorio za skupštinskom govornicom ticalo se isključivo Hrvata koji žive u Federaciji BiH, preciznije onih koji slijede isključivo njegovu i politiku HDZ-a, a tek je na kraju obraćanja u jednoj rečenici spomenuo Hrvate koji danas žive u ovom entitetu.
Čović je rekao da Bosna i Hercegovina odavno nije pravna država, te da i ono malo što funkcionira na nivou BiH se pretvara u predstavljanje pojedinaca i političkih opcija.
– Bosna i Hercegovina može preživjeti kao zemlja tri konstitutivna naroda i čuvajte Republiku Srpsku. Uz čestitke na ovome što vi radite ovdje, ostavite dovoljno otvorena vrata i za druga dva konstitutivna naroda, pa i za hrvatski narod ovdje. Nemamo drugog puta osim razgovarati. RS ćete najbolje zaštititi braneći je u institucijama BiH, kroz izvršnu i zakonodavnu vlast. Onaj ko misli da može ponovo izabrati Hrvatima člana Predsjedništva BiH taj temeljito ruši BiH – poručio je Čović.
Istakao je da oni nisu u koaliciji sa SDA, već da su partnerstva napravili iz nužde, te da su tokom pregovora o Izbornom zakonu BiH u Neumu prepoznali igru Bošnjaka o građanskoj državi. I to, kako je rekao, kroz njihovo traženje da se napravi simetrija između FBiH i RS-a, te da BiH treba biti građanska država.
– Iznenadit će vas da, ovih dana kada smo intenzivno razgovarali o Izbornom zakonu, međunarodni zvaničnici su sugerisali Izetbegoviću da dođe ovdje – kazao je danas Čović.
Ocijenio je da u BiH ne funkciniše ni zakonodavna ni izvršna ni sudska vlast.
– BiH odavno nije pravna država. Nemamo drugog izlaza osim tražiti zajednička rješenja kroz ovakve razgovore – rekao je Čović.
Poručio je da je zahvalan srpskoj strani što je istakla da će podržati sve ono što se dogovore druge dvije strane u FBiH u vezi s Izbornim zakonom, ali je istakao da su istovremeno pokazali “mudrost” i izbjegli odgovornost.
– Došli smo mi do Dejtona 2, a možda vi to ne vidite nekada. Ideja o brisanju nacionalnog prefiksa se tobože odnosila na Hrvate, a najmanje se odnosila na Hrvate – rekao je.
Rekao je da je sve išlo dobro do Neuma, a da je definicija koju je Venecijanska komisija definisala glasila “predstavnik hrvatskog naroda i svih drugih građana”.
– Osnovno načelo je brisati etničke odrednice. To će doći pred vas kad-tad na razmišljanje – naveo je Čović, te dodao da je u razgovorima o izmjenama Izbornog zakona došla do izražaja još jedna dimenzija – uvođenje četvrtog naroda – ostalih.
– Najveći dio kolega predstavnika iz Sarajeva je bilo za to da se riješi uvođenjem još jednog, četvrtog člana Predsjedništva BiH – istakao je Čović.
Rekao je da su međunarodni predstavnici sve vrijeme govorili da su sjeli da “riješe pitanje sva tri konstitutivna naroda”.
– Imperativ je očuvati Ustav BiH, a prevažan je aneks četiri. Otvarati Ustav je krajnje rizično za sve u BiH. Treba očuvati mir u BiH, bolje je i satima sjediti i pregovarati nego da brojimo žrtve – zaključio je Čović.
Nakon obraćanja, napustio je skupštinsko zasjedanje zbog, kako je rekao, dogovorenih obaveza, te nije stigao saslušati Milorada Dodika koji je govorio nakon njega.
