Džaferović: Sa Pakistanom zaključujemo ugovor o vraćanju migranata, prioritet zaštita granice BiH
Predsjedništvo Bosne i Hercegovine održalo je sjednicu nakon koje se medijima obratio predsjedavajući Predsjedništva Šefik Džaferović i član Milorad Dodik. Tema kojoj su posveti najviše pažnje su migranti u BiH.
Džaferović je ocijenio da do sada nije bilo adekvatne koordinacije između policijskih agencija kada su u pitanju migranti. Ministar sigurnosti Selmo Cikotić je Predsjedništvu predočio izvještaj o stanju migracija za maj, ali kako kaže Džaferović, on je istirao da se ne raspravlja samo o tome, nego i o aktuelnoj situaciji kada je u pitanju migrantska kriza.
Predsjedništvo je usvojilo niz korisnih oduka koje će pomoći da se lakše upravlja migrantskom krizom. Cilj Predsjedništva je da se što bolje zaštite granice BiH i spriječi ulazak migranata, a s druge strane cilj je da se smanjuje broj migranata koji su u našoj zemlji. Od Vijeća ministara BiH tražimo da Predsjedništvu dostavi konačno detaljan program i plan rješavanja migrantske krize. Cilj je da se zaštiti granica naše zemlje i tu svrhu smo zadužili Vijeće ministara da ojača kadrovski i materijalno Graničnu policiju, kao glavnu instituaciju za zaštitu naše granice. Zatraženo je od Vijeća ministara i Ministarstva sigurnosti da se napravi adekvatna koordinacija svih policijskih agencija u BiH radi zaštite državne granice, radi zaštite lične i sigurnosti imovine građana. Te koordinacije do sada nije bilo – rekao je Džaferović.
Pojasnio je kako je Predsjedništvo od Vijeća ministara tražilo da ubrza procedure kada je u pitanju zaključivanje ugovora o readmisiji sa državama iz kojih dolaze migranti.
– Danas se ne može vršiti vraćanje migranata njihovim zemljama sve dotle dok se ne zaključi ugovor sa tim zemljama. Danas smo informirani da je Pakistan pristao da sa BiH zaključi ugovor o readmisiji, vraćanju, migranata iz BiH. Nadam se da ćemo finalizirati ugovor o tome do moje posjete, a koju je Predsjedništvo danas odobrilo – rekao je Džaferović te najavio posjetu Pakistanu u oktobru.
Predsjedništvo je donijelo zaključak da se smještaj migranata mora osigurati izvan naseljenih mijesta. Zaduženo je Vijeće ministara da za početak iz budžeta BiH izdvoji pet miliona KM i da u tu svrhu.
– Zatražena je i pomoć Evropske komisije na tom planu – dodao je.
U vezi sa ograničenjima ulaska u BiH stranim državljanima, a u vezi s pandemijom COVID-19, Predsjedništvo je zatražilo da se omogući ulazak državljanima SAD-a, Turske, Rusije i Kine. Detalje u vezi s tim će definisati Vijeće ministara, odnosno zdravstveni autoriteti.
Predsjedništvo Bosne i Hercegovine je na danas održanoj sjednici razmatralo i mogućnost potpisivanja memoranduma o saradnji između Centralne izborne komisije (CIK) BiH i Međunarodne fondacije za izborne sisteme (IFES) iz Sjedinjenih Američkih Država (SAD).
Međutim, tome se usprotivio Milorad Dodik, koji je najavio pokretanje procedure zaštite vitalnog entitetskog interesa, kojeg bi, navodno, ugrozio taj memorandum. Džaferović je ocijenio kako je to pitanje bespotrebno problematizirano, jer postoje razne međunarodne organizacije koje “posmatraju i pomožu izbore u svim državama svijeta”.
– U sporazumu nema ništa sporno, ti ljudi, iz te američke organizacije, ne bi donosili bilo kakve odluke, osim što bi u pogledu cyber sigurnosti pomagali naš izborni proces, od vrha CIK-a pa do lokalnih izbornih komisija – objasnio je Džaferović uz napomenu da su on i Željko Komšić bili za takav sporazum.
