E-citizen Gradačac: Nemar Gradske uprave – pitanja i pritužbe građana se ignorišu, niti jedna postavljena javna rasprava i odluka

Prošlo je više od godinu dana od kako je Grad Gradačac postao dijelom projekta općinskog okolišnog i ekonomskog upravljanja (MEG) kog je finansirala Vlada Švicarske, te od kako je Gradska uprava aktivirala aplikaciju eCitizen.

Mobilna aplikacija eCitizen dobro je zamišljen projekat. Primarna svrha istog jeste omogućavanje jednostavne i transparentne komunikacije građana i lokalne uprave, dakle, pojednostavljeno kazano – omogućavanje jednostavne i brze komunikacije sa lokalnim vlastima.

Ne znamo ko je unutar aktuelne Gradske vlasti zadužen za vođenje i redovno ažuriranje aplikacije e-citizen, ali više je nego očito da ne radi svoj posao. Na većinu pitanja i pritužbi građana Gradačca nema odgovora. Nekolicini vijećnika postavljeno je pitanje zašto nema dostupnih informacija vezanih za odluke koje su donesene na Gradskom vijeću na ovoj aplikaciji, ili barem na službenoj web stranici Grada Gradačac ali odgovora na pitanje nema.

Barbara Däwyler Scheuer, direktorica za saradnju u Ambasadi Švicarske u Bosni i Hercegovini, kada je riječ o svrsi mobilne aplikacije eCitizen, ističe:

„Građani najbolje znaju šta im treba, još više u doba krize. Aktivno građanstvo je ono čemu težimo u svim projektima koje podržava Švicarska. Kroz aplikaciju eCitizen, građani imaju pristup novim i atraktivnim načinima izražavanja svojih potreba i zabrinutosti prema lokalnim vlastima u Bosnii Hercegovini. U boljem su položaju da postanu akteri promjena u svojoj lokalnok zajednici.“

Pritužbe koje se tiču ulične rasprave, opasnih čopora pasa lutalica, buke, nemara prilikom javnih radova, (ne)rada komunalnog inspektora, divljanje automobile na ulicama grada, izgleda da ne zanimaju mnogo našu Gradsku upravu, gradonačelnika i aktuelne gradske vijećnike.

Postavlja se logično pitanje – kada je Grad Gradačac već pristao biti dijelom ovog projekta, zašto ignorišu građane i njihova pitanja, zašto ne daju konkretne odgovore na pritužbe, i zašto više od godinu dana nema niti jedne postavljene rubrike o javnim raspravama i odlukama donesenim na sjednicama Gradskog vijeća?

Savjetujemo (ne)odgovornima u Gradskoj upravi da se prihvate posla za koji su plaćeni, i svojim sugrađanima budu dostupni barem online, putem ove aplikacije. Toliko smo, valjda, zaslužili.
