FDS ukinuo drugu smjenu i prepolovio proizvodnju cigareta!
– Prije godinu i po ukinuli smo drugu smjenu. Radimo samo u jednoj smjeni od šest do 14 sati. Sve je to, nažalost, zbog pada tržišta – kazao je direktor ove kompanije Edi Mulahasanović.
Dobro upućeni smatraju da će se, ako se nastavi s povećanjem akciza na duhan, duhanska proizvodnja u BiH u potpunosti uništiti.
Damir Miljević, ekonomski analitičar iz Banje Luke, kazao je da, ako se pod hitno ne zaustavi ekspanzija crnog tržišta, a to je, kako je pojasnio, već izmaklo kontroli, FDS i ostali legalni proizvođači mogli bi za pet godina staviti ključ u bravu.
– Povećavaju akcize pravdajući to legislativama Evropske unije. Ali, niko ne priča o prosječnim plaćama u EU i BiH. Ne vode računa o crnom tržištu. Kada imate nekakav proizvod koji je preskup, a svi ga troše, pojavit će se konkurencija, odnosno crno tržište – kaže Miljević.
Veliki problem
Dodao je da je crno tržište ukorijenjeno do te mjere da i policija teško izlazi nakraj s tim problemom.
– Nažalost, to je tako. Ako dođe do gašenja fabrika, postavlja se pitanje koliko je to radnih mjesta. Šta će biti s onim uzgajivačima duhana, s plantažama – pita se Miljević.
Koliko BiH gubi godišnje
Zakon o akcizama u BiH, koji se primjenjuje od 1. jula 2009., predviđa povećanje akciza na cigarete svake godine, što je rezultiralo rastom cijena koje nikako nisu prilagođene primanjima bosanskohercegovačkih građana. Duhanska industrija u nekoliko je navrata upozoravala bh. vlasti da stalnim povećavanjem akciza pokušavaju uskladiti standarde s Evropskom unijom, dok su prosječne plaće u državi ispod evropskog standarda. Špekulira se da, zbog crnog tržišta, BiH godišnje gubi više od 100 miliona KM.
