Izdvojeno 14 miliona KM: FBiH nabavlja 800.000 vakcina za Covid 19

Vlada Federacije BiH je na današnjoj 182. hitnoj, telefonski održanoj sjednici, dala saglasnost na Sporazum o međusobnim pravima i obvezama u vezi nabavke cjepiva putem mehanizma za Globalni pristup cjepivima za sprječavanje COVID-19 (COVAX) i ovlastila federalnog ministra zdravstva Vjekoslava Mandića za njegovo potpisivanje s Ministarstvom civilnih poslova Bosne i Hercegovine. Predviđeno je da ga potpišu i predstavnici resornog ministarstva Republike Srpske i Odjeljenja za zdravstvo i ostale usluge Brčko Distrikta BiH.

Sporazum se zaključuje c ciljem osiguranja finansijskih uvjeta za nabavu cjepiva za COVID-19 po najpovoljnijim uvjetima putem GAVI, Globalne alijanse za cjepiva koja rukovodi Mehanizmom za globalni pristup cjepivu za COVID-19 (COVAX), uz angažman Koalicije za inovacije i spremnost protiv epidemija (CEPI) i Svjetske zdravstvene organizacije, a prema uvjetima iz Ugovora o kupoprodaji koji se zaključuje s GAVI Alliance.

Federalna vlada izmijenila je svoje zaključke od 28.8.2020. godine i obavezala se da će nabaviti cjepivo protiv COVID-19 u okviru COVAX mehanizma za cijepljenje 20 posto najranjivije populacije Federacije BiH, tako da se, prema procjeni Zavoda za javno zdravstvo FBiH, nabavlja 800.000 doza cjepiva protiv COVID-19 po cijeni koju je 10.9.2020. godine dostavilo Ministarstvo civilnih poslova BiH u iznosu od 10,55 američkih dolara po jednom cjepivu.

Kako je obrazloženo, potrebe zemalja, u procesu predbilježbe, obuhvataju 20 posto populacije. Zbog toga je bilo potrebno izmijeniti dio prethodno usvojenog zaključka, gdje je bilo navedeno da se cjepivo odnosi na 40 posto najranjivije populacije. Količina cjepiva ostaje ista, jer je izračun sačinjen prema preporuci Svjetske zdravstvene organizacije, tako da se primaju po dvije doze cjepiva pojedinačno.

Vlada Federacije BiH će iz Proračuna Federacije BiH osigurati sredstva za nabavu cjepiva protiv COVID-19 u predviđenoj količini, a sukladno svojim zakonskim obavezama iz Zakona o zdravstvenoj zaštiti, a u vezi s članom 49. Zakona o zaštiti stanovništva od zaraznih bolesti, kao i Naredbom o proglašenju epidemije zarazne bolesti COVID-19, u iznosu od 14.010.400 KM, što je protivrijednost za 8.440.000 američkih dolara po srednjem tečaju 8.9.2020. godine, umjesto ranije odobrenih 13.200.000 KM.

Danas je odobreno izdvajanje sredstava iz Tekuće rezerve Vlade FBiH Budžeta FBiH za 2020. godinu Federalnom ministarstvu zdravstva u iznosu od 2.124.800 KM za finansiranje nabavke cjepiva protiv COVID-19, umjesto ranije predviđenih 1.980.000 KM, što je 15 posto od ukupnog iznosa.

Iz Proračuna Federacije BiH bit će osigurana sredstva za plaćanje razlike tečaja na dan plaćanja u odnosu na srednji tečaj 8.9.2020. godine koji je utvrđen Sporazumom o međusobnim pravima i obvezama u svezi nabave cjepiva putem mehanizma za Globalni pristup cjepivima za sprječavanje COVID-19 (COVAX).
