Jednoglasna odluka kanadskog parlamenta: Ruska invazija je genocid
Članovi parlamenta Kanade jednoglasno su u srijedu glasali da ruske napade na Ukrajinu okarakterišu kao “genocid”.
Glasanje je pokrenuto nakon što je zastupnica NDP-a Heather McPherson predstavila prijedlog kojim traži da Dom prizna da “Ruska Federacija čini djela genocida nad ukrajinskim narodom”.
Poslanici su se složili da postoje “jasni i brojni dokazi o sistemskim i masovnim ratnim zločinima protiv čovječnosti” koje su počinile ruske oružane snage pod vodstvom predsjednika Vladimira Putina i drugih u ruskom parlamentu.
Ti zločini, između ostalih krivičnih djela, uključuju masovne zločine, sistematske slučajeve namjernog ubijanja ukrajinskih civila, skrnavljenje leševa, prisilno premještanje ukrajinske djece, mučenje, fizičke povrede, psihičke povrede i silovanja, navodi se u dokumentu pred parlamentarcima.
Međunarodno pravo definiše genocid kao namjerno ubijanje ili nanošenje druge ozbiljne štete “s namjerom da se uništi, u cijelosti ili djelimično, nacionalna, etnička, rasna ili vjerska grupa”.
Ranije ovog mjeseca, premijer Justin Trudeau rekao je da je “apsolutno ispravno” termin genocid koji se koristi za opisivanje ponašanja Rusije. Njegovi komentari uslijedili su dan nakon što je američki predsjednik Joe Biden upotrijebio taj izraz u odnosu na invaziju.
Kanada je potpisnica Konvencije Ujedinjenih naroda o genocidu, koja genocid kodificira kao zločin, zahtijeva od država članica da ga spriječe i kazne, te pokreće pravne posljedice protiv počinitelja.
