Komšićeva poruka HNS-u: Reorganizacija zemlje na temeljima UZP-a nikada se neće desiti
Predsjedavajući Predsjedništva BiH Željko Komšić rekao je da su zaključci, kako je rekao, tzv. HNS-a, osim što su izraz još jedne političke ucjene pod pokroviteljstvom HDZ-a nisu prihvatljivi građanima Bosne i Hercegovine iz najmanje dva razloga.
Kao prvo, kaže Komšić, izbora će biti, ma koliko se neko trudio da ih ne bude, da ih odloži ili blokira.
“Razlozi takvog postupanja HDZ-a jasni su svakom građaninu ove zemlje. HDZ se još od presude Ustavnog suda BiH u slučaju Ljubić, služi blokadama od državnog, preko entitetskog do kantonalnog nivoa vlasti, a sve kako bi izdejstvovali izborni zakon na temeljima apartheida i u suprotnosti sa presudama iz Strazbura, kroz fenomen ‘legitimnog političkog predstavljanja’, koji je prvi put pomenut u paratvorevini Republici Srpskoj Krajini, nastoje obezbijediti vječitu vlast, i ako je moguće i više od toga”, kazao je Komšić.
Bojkot izbora, dodaje Komšić, jeste pravo koje HDZ može iskoristiti ali blokada ili onemogućavanje izbora predstavljalo bi krivično djelo.
“Zato HDZ-u, Čoviću i njihovoj ekipi treba zaklon iza nevladine organizacije HNS, da bi se eventualna krivična odgovornost raspodijelila između njih, što ih u svako slučaju ne može abolirati ako bi posezali za blokadom izbora kao političkim sredstvom”, dodaje Komšić.
Drugo važno pitanje, navodi predsjedavajući Predsjedništva BiH, tiče se navodne teritorijalne reorganizacije Bosne i Hercegovine, očito na temeljima etničkih politika kroz vid federalizacije.
“Takvima treba uputiti veoma jasnu i nedvosmislenu poruku da federalizacije Bosne i Hercegovine neće biti, na etničkom ili bilo kojem drugom osnovu. Bosna i Hercegovina ionako trpi radi loše unutrašnje organizacije, tako da svako njeno reorganizovanje može biti samo na racionalnim osnovama, kao što je regionalizacija zemlje, ali da te regije nisu etnički utemeljene i da nemaju ovlasti za vršenje zakonodavne, izvršne i sudske vlasti”, naveo je Komšić.
Zaključio je da reorganizacija zemlje kroz njenu etničku federalizaciju, kako bi se ostvarili ratni ciljevi u mirnodopskim uslovima i to na način da se realizuje ono što je Međunarodni sud iz Haaga (ICTY) utvrdio kao udruženi zločinački poduhvat jednostavno se neće nikada desiti.
Podsjećamo, jučer je na sjednici Hrvatskog narodnog sabora o izbornoj reformi u Bosni i Hercegovini jednoglasno doneseno sedam zaključaka.
Jedan od zaključaka glasi: “Ako se i dalje nastavi s procesom dekonstituiranja hrvatskog naroda, HNS će pokrenuti sve pravne procedure i političke korake za novu institucionalnu i teritorijalnu organizaciju BiH na načelima federalizma i konsocijacijske demokratije, kojom će se osigurati potpuna ustavna jednakopravnost sva tri konstitutivna naroda u BiH”.
