Konaković bi da lideriše i državom, a ne zna kako se bira Vijeće ministara: Imam provjerene informacije…
Predsjednik Naroda i pravde Elmedin Konaković izjavio je kako ima provjerene informacije iz diplomatskih i međunarodnih izvora da su SDA, HDZ i SNSD već dogovorili nastavak koalicije nakon izbora u oktobru.
Kazao je i da od dogovora u vezi sa izmjenama Izbornog zakona nema ništa jer su se, kako tvrdi, SDA i HDZ dogovorno ponašale da od ove priče prave kampanju.
– Oni su vrlo uigrani u slanju ovih poruka, poput Izetbegovićeve o prebrojavanju. U ovom trenutku Dodiku je ta izjava bila pravi lijek, reafirmacija Dodika u međunarodnim krugovima, mobilizacija njegovih glasača.
Sve mi više ima smisla ovo što se govori u međunarodnim krugovima da su Dodik, Izetbegović i Čović napravili novi dil, da se samo čeka bilo kakav izborni rezulatat da kroz domove naroda, bez obzira na snagu u zastupničkim domovima, zaštite jedni druge. Znaju da u zastupničkim domovima neće imati nikakvu matematičku šansu da imaju dovoljan broj ruku da prave koalicije. Njihov spas bit će u domovima naroda gdje će pokušati doći do tog famoznog broja osam i zaključati proces izbora nove vlasti – rekao je Konaković.
S obzirom na to da je Konaković poznat po tome da sam sebe nerijetko pobija u jednoj rečenici, ili pak tokom TV gostovanja ispali gomilu kontradiktornosti, svašta bi da se nagovori, a na kraju to ispadne potpuno nesuvislo, potrebno je pažljive analizirati ovo što je navodno “projekcija međunarodnih krugova”, a on je javnosti otkriva.
Prema tim nekim njegovim međunarodnim izvorima u federalnom i državnom zastupničkom domu vlast će nakon 2. oktobra činiti “alternativa ludilu”, kako predsjednik Naše stranke Edin Forto naziva sarajevsku “Trojku” (NiP, SDP i Naša stranka) SBB, SDS i PDP, i naravno HDZ koji se, kako je to svojevremeno Konaković izjavio “bez SDA se treba, sa HDZ-om se mora”.
“Alternativa ludilu” planira da će imati 22 od 42 ruke u Zastupničkom domu Parlamenta BiH. Računaju na pet zastupnika iz RS-a, četiri NiP-a, četiri HDZ-a, dok bi devet zastupnika bilo iz SDP-a, SBB-a i Naše stranke.
Ako će federalni Dom naroda biti pod kontrolom SDA i HDZ-a, to znači prema Konakovićevom tumačenju, da će ove tri stranke pobijediti u kantonalnim skupštinama iz kojih se predlažu delegati u Dom naroda FBiH.
Nastavljajući ovom njegovom logikom, SDA i HDZ će predložiti delegate u Dom naroda Parlamenta BiH, a to isto će učiniti pobjednik Općih izbora u Narodnoj skupštini RS-a, SNSD čiji će delegati biti u Klubu delegata srpskog naroda na državnom nivou.
Dakle, u federalnom i državnom zastupničkom domu bit će jedna većina, a u domovima naroda druga, tako veli on.
– Njihov spas bit će u domovima naroda gdje će pokušati doći do tog famoznog broja osam i zaključati proces izbora nove vlasti – rekao je Konaković.
Analizirajmo i ovu izjavu. Famozni broj osam, kako ga naziva šef NiP-a, jeste većina u Domu naroda BiH od ukupno 15 delegata.
Kakve veze ima državni Dom naroda sa izborom nove vlasti, tačnije Vijeća ministara BiH i kako to SDA, HDZ i SNSD mogu “zaključati proces izbora nove vlasti”?
Nikako. Zašto? Jednostavno zato, što prema Zakonu o Vijeću ministara BiH, predsjedavajućeg imenuje Predsjedništvo BiH i odluku o imenovanju dostavlja na odobravanje Zastupničkom domu Parlamenta BiH.
U zakonom predviđenom roku, predsjedavajući nakon što ga odobre državni zastupnici, imenuje ministre i zamjenike ministara i traži od Zastupničkog doma potvrdu njihovog imenovanja. Nigdje u proceduri imenovanja novog saziva Vijeća ministara BiH nema Doma naroda BiH i tih “famoznih osam delegata”.
Ko onda može zaključati proces izbora nove vlasti? Može Zastupnički dom BiH, za kojeg Konaković već sada zna da će u njemu vlast činiti “alternativa ludilu”.
