Magazinović: Očekujem da Zastupnički dom BiH ukine akcize na gorivo, budžeti neće biti ugroženi
Trenutne cijene goriva u Bosni i Hercegovini kreće se uglavnom do tri marke, a sve su prilike da će i dalje rasti. Zastupnički dom Parlamenta BiH sutra će razmatrati izmjene Zakona o akcizama, kako bi se privremeno ukinule akcize na gorivo, a na inicijativu Saše Magazinovića, šefa Kluba zastupnika SDP-a u Zastupničkom domu Parlamenta BiH.
– Ako se ukinu akcize, gorivo će u Bosni i Hercegovini biti jeftinije od 30 do 45 fenininga. Distributeri goriva nemaju nikakve veze sa akcizama jer je to prihod države. I susjedne države su usvojile ogromne pakete za pomoć stanovništvu u stalnom rastu cijena. Zbog toga je SDP predložio izmjene Zakona o akcizama, a sve u sklopu novih mjera za ublažavanje posljedica enormnih poskupljenja – pojašnjava za Faktor Magazinović.
On očekuje da će ovaj prijedlog na sutrašnjoj sjednici Zastupničkog doma biti usvojen.
– Nije ovo samo priča o pojeftinjenju goriva, nego o lančanom pojeftinjenju svih roba i usluga u čije formiranje cijene ulazi i cijena goriva. Kada su 2017. godine usvajane akcize, prevareni smo obećanjem prije svega ambasadora Evropske unije u BiH Larsa Gunnar-Wigemarka. Rekao je da će prikupljeni novac od akciza biti isključivo korišten za izgradnju cestovne infrastrukture. Zatim, da ćemo doživjeti ekonomski procvat, da će doći IKA i drugi strani investitori. Od toga se ništa nije desilo i novac nije otišao na izgradnju cesta. Preusmjeren je u budžete i potrošen za druge namjene – ističe Magazinović.
Magizonović tvrdi da su svi budžeti u Bosni i Hercegovini veoma stabilni, a to je zbog stalnog rasta cijena robe i usluga.
– Izmjene zakona o akcizama stupaju na snagu kada se usvoje u Zastupničkom i u Domu naroda. Ako to usvoje oba doma Parlamenta BiH izmjene Zakona o akcizama odmah stupaju na snagu, sa tim ništa nema Uprava za indirektno oporezivanje BiH. Njihov zadatak je da odmah to provedu što Parlament BiH usvoji – zaključuje Magazinović.
U Upravi za indirektno oporezivanje dobili smo podatke o plaćanju na dvije vrste akciza koje su namijenjene za održavanje puteva i za izgradnju autoputeva.
– Po litri goriva koje se proda na tržištu u BiH trenutno se plaća akciza, visina zavisi od vrste naftnog derivata od 0,30 do 0,45 KM po litri. Po ovom osnovu od 2006. do 31.01.2022. godine prikupljeno je 7 milijardi i 386 miliona KM – podaci su Uprave za indirektno oporezivanje BiH.
Uprava za indirektno oporezivanje je u 2022. godine prikupila i prihode po osnovu akciza na naftu i naftne derivate u ukupnom iznosu oko 38 miliona maraka.
Ovi prihodi su raspoređeni korisnicima sa svim ostalim prihodima od neindirektnih poreza, dakle prema koeficijentima koje na kvartalnom nivou usvaja Upravni odbor UIO. Koeficijenti za prvi kvartal 2022. godine koje je usvojio Upravni odbor UIO kažu da Federacija BiH dobija 61,88 posto, Republika Srpska 34,57 i Brčko distrikt 3,55 posto.
