Gospodine Mehanović, svojim postom na Facebook-u, u kojem pojašnjavate aktivnosti koje su dovele do rješavanja finansiranja Banje Ilidža, pokrenuli ste lavinu pozitivnih komentara i građanima “otvorili oči” oko nekih aktivnosti i poteza nekih judi koji nisu bili jasno prezentirani u javnosti a doveli su do pozitivnog rješenja. I naš portal prenio je Vaš post i to je povod za ovaj razgovor.
Na samom početku, želimo Vas kao čovjeka sa bogatim političkim iskustvom i kroz Federalni parlament I Vašu aktivnost u Gradskom vijeću pitati, imate li utisak da nedostaje lokalne inicijative za rješavanje ključnih infrastrukturnih i drugih problema u Gradačcu. Poučeni iskustvom problema Banja Ilidže, da li je moguće uložiti više energije i truda prema Vladi Federacije i premijeru Novaliću koji je naš sugrađanin? Zašto izostaje takav angažman i zašto ne koristimo ovakvu, rekli bismo, historijsku priliku?
–Dozvolite mi da se prije svega zahvalim što ste prenijeli jedno od mojih rijetkih reagovanja putem društvenih mreža, te time doprinijeli da se istina o ovom, kako neki kažu navodnom problemu, a vezanom za finansiranje Banje , dalje čuje, a nadam se i pravilno shvati.
Ovaj put sam zaista morao reagovati na neka pisanja koja naše sugrađane dovode u zabludu, jer je prije svega bila u pitanju egzistencija blizu 100 radnika, zatim opstanak jednog od simbola ovog grada ali i jedan od najzdravijih projekata iz oblasti javnih institucija ne samo u Gradačcu već i šire.
Svi smo mi osjetljivi kada je u pitanju očita nepravda , a ona nam se kad je u pitanju zdravstvena zaštita stanovništva već čini, samim time što smo najudaljenija lokalna zajednica od središta Kantona i UKC u Tuzli, mi smo oštećeni. Ali kad je u pitanju raspodjela srestava ZZO TK, samo jedan primjer je dovoljan da se shvati situacija, Gradačac je prošle godine imao oko 9.000 zaposlenih koji su plaćali doprinose za zdravstvo, susjedna Gračanica ima nekih 10.000 ili 10% više od Gradačca, a kada je u pitanju ,,povlačenje,, sredstava iz ZZO TK, naše dvije JZU Banja i Dom zdravlja su dobile oko 8 miliona KM , dok su dvije JZU u Gračanici , Dom zdravlja i Opća bolnica, istovremeno dobile 12 miliona KM, što je za 50% više.
Zbog svega navedenog , smatrao sam da je neophodan jedan širi angažman svih onih koji mogu doprinijeti rješavanju problema, što se u konačnici pokazalo ispravnim, a još jednom zahvalnost nosiocima izvršne i zakonodavne vlasti na nivou TK i Federacije BiH koji su pomogli, a koje sam ja već ranije spomenuo.
Kada je u pitanju rješavanje najznačajnijih problema za svaku zajednicu naravno da je neophodno uspostaviti bolju suradnju sa svim nivoima vlasti , a njih je u našoj zemlji nažalost i previše. Mnogo je primjera koji pokazuju da takve suradnje u proteklom periodu nije bilo, od izgradnje osnovne škole na Požarikama, u Vučkovcima do najznačajnijeg projekta vodosnabdijevanja sa izvorišta Domažići za skoro 1/3 naših sugrađana. Cijeli grejs period na odobreni kredit za Domažić je protekao u dobivanju neophodnih saglasnosti Vlada i Parlamenata od Kantona preko Federacije do državnog nivoa.
U tom smislu federalni premijer gdin Fadil Novalić treba biti ubuduće i veći adut Gradačca u rješavanju svih onih problema, koje ova lokalna zajednica ne može sama rješavati, a takvih je mnogo. Zašto to nije ranije bilo tako ne bih mogao odgovoriti, ali na primjeru Banje , pokazalo se da gradačačko jedinstvo, oslobođeno uskostranačkih ili ličnih kako interesa tako i emocija, može znatno više doprinijeti unapređenju lokalnih prilika.
U proteklom mandatu, zajedno sa kolegama iz RDS-a, participirali ste u radu Gradskog vijeća. Koliko ste zadovoljni onim što je učinjeno kroz Gradsko vijeće u protekle 4 godine a koliko onim što je radila izvršna vlast na čelu sa gradonačelnikom Dervišagićem?
–Klub vijećnika RDS-a je u ovom mandatu bio dio vladajuće koalicije, okupljene na predizbornom programu iz 2016.godine kroz projekat podrške gdinu Dervišagiću.
Bili smo zasigurno najaktivniji klub kada je u pitanju rad Vijeća, kroz pokretanje brojnih inicijativa, predlaganje brojnih odluka Gradskom vijeću, do diskusija koje su često bile korektivni faktor prijedlozima koji dolaze od gradske uprave.
Također smo kao politički subjekt imali svoje predstavnike u upravljačkim strukturama dvije JU , Dječijem obdaništu Kolibri i JZU Banja Ilidža. Smatram da su ove dvije ustanove primjer domaćinskog odnosa, planskog rada i jasne vizije razvoja. Zajedno sa zaposlenicima ovih ustanova uspjeli smo pozitivno poslovati, širiti kapacitete , obogaćivati ponudu za korisnike usluga i doprinijeti , bar u ovim oblastima , boljim uvjetima za život i rad u Gradačcu.
Stanje u javnim preduzećima, uglavnom, je loše osim par izuzetaka. Zbog čega?
– Kada je u pitanju stanje u našim JU i JP , mi smo imali određena istraživanja zadovoljstva građana uslugama, kako JU i JP tako i administracije, koja su pokazivala visok nivo zadovoljstva, međutim, samom činjenicom da je jedno JP likvidirano (Veterinarska stanica), drugo je na rubu egzistencije (Stambeno), a Parkinzi su poslovali negativno, onda zaista je upitna validnost navedenih ispitivanja. Postoji mnogo faktora koji su na to uticali, neki su objektivni a neki očito subjektivni. Objektivno je da JP teško mogu izdržati tržišnu utakmicu sa privatnim sektorom (Zakon o JP, javnim nabavkama, kolektivni ugovori…) pa je zato npr JP Veterinarska stanica , pored nekoliko privatnih zaista teško mogla opstati, ali zato kad imamo monopolsku poziciju nekog preduzeća , a ono posluje negativno, onda su razlozi isključivo subjektivni,a vezani su uglavnom za loše kadroviranje.
Gradačac se u kontinuitetu nalazi u infrastrukturnim problemima. Živimo u 21. Vijeku a grad ovako bogatog kulturno-historijskog naslijedja i jake privrede još uvijek nema riješeno vodosnabdjevanje, putne komunikacije su loše a električne energije malo ima pa malo nema. Kako riješiti ove probleme po Vašem mišljenju?
–Kada su u pitanju najznačajniji infrastrukturni projekti, govorili smo već o skorom završetku izgradnje vodovoda Domažići, zatim nastavaka rekonstrukcije sekundarne mreže u gradu, te kanalizacione mreže u sjevernom dijelu, upravo ovi projekti zahtijevaju bolju suradnju sa kantonalnom i federalnom vladom, odnosno našim predstavnicima u njima.
Ovo su višemilionski projekti, koje je nemoguće završiti samo sredstvima naših sugrađana ili Budžetom grada , koji je u 2019.izvršen sa nekih 13,2 miliona KM od kojih je 2,5 miliona bilo kapitalnih ulaganja. Prema tome za završetak ovakvih projekata naš Budžet nema kapaciteta i potrebna nam je podrška. Ako tome dodamo da više od 2/3 naših sugrađana nema riješenu odvodnju otpadnih voda, da je značajan broj lokalnih cesta i gradskih ulica u jako lošem stanju, onda se sve svodi na to da bismo mi eventualnom podrškom domaćih vlada, međunarodnih finansijskih institucija i donacijama mogli voditi ove velike projekte tipa vodovoda i kanalizacije, a da vlastita sredstva usmjerimo u ove manje projekte poput puteva i ulica.
Svi se slažu da je turizam jedna od grana koja ima snažan potencijal razvoja. Da li je moguće unaprijediti turističku ponudu Gradačca? Znamo da nedostaje mnogo toga, od smještajnih kapaciteta do organiziranog turizma i kvalitetnog turističkog proizvoda. Kako unaprijediti ovu oblast?
–Gradačac ima zaista značajne turističke potencijale , koji nažalost nisu dovoljno iskorišteni. Dominantni su kulturno-historijsko nasljeđe iz vremena Gradaščevića i odbrambeno-oslobodilačkog rata 1992-95, te sportsko-rekreacioni sadržaji oko dva jezera i na lokalnim izletištima. U ovom dijelu treba osnažiti ulogu Ureda turističke zajednice, te što da ne kroz javno-privatna partnerstva , sve potencijale staviti u funkciju razvoja. Kao primjer može poslužiti devastirani objekat bivše OŠ Hasan Kikić u kompleksu starog grada, koji ne služi za potrebe obrazovanja i treba ga preuzeti od škole koja je njegov formalni titular a suštinski ga koriste drugi, ali potpuno nenamjenski za jedan onakav lokalitet.
Ovdje također želim istaknuti, da sam i ja lično ali i RDS jako nezadovoljan načinom na koji se donose, po nama najznačajniji planski dokumenti, a to su prostorni i regulacioni planovi.
Oni moraju biti zamajac razvoja a ne njegova kočnica, a u Gradačcu su trenutno jako rigidni, ne pružaju dovoljno priliku kako stanogradnji tako i razvoju privrednih kapaciteta , posebno u južnom dijelu grada. Smatramo i u tom pravcu smo djelovali, da prostor od raskrsnice na Ormanici preko raskrsnice pod Vučkovcima, treba potpuno otvoriti za poslovne sadržaje, a postojeću PZ na Kerepu proširiti. U samom gradu spratnost, keoficijenti zauzetosti i izgrađenosti trebaju biti preispitani, a neki sadržaji grupisani, npr sportsko-rekreaciona zona bi sa svim sadržajima uključujući i dvoranske sportove tebala biti oko sadašnjeg stadiona.
U oktobru će biti održani lokalni izbori. Kako vidite političku sliku Gradačca nakon izbora? Kome dajete najveće šanse i kako se Vi lično i RDS pripremate za izbore? Imate li, možda, veće ambicije na ovim izborima?
–RDS Gradačac se u proteklom periodu pokazao kao pouzdan i stabilan politički subjekt, koji ima svoje kapacitete kako u biračkom tijelu tako i u kadrovima , koji su pokazali da znaju voditi procese.
Na izbore izlazimo sa svojom listom za gradsko vijeće i kandidatom za gradonačelnika, koji će imati jasnu viziju i program rada , sa jasnim hodogramom realizacije planova. Imajući u vidu fargmentiranost političke scene , za kandidata očekujemo da bude koalicioni, znači ne samo RDSa, nego zajednički i RDS-a i drugih političkih subjekata.
Kampanju , kao i svoj dosadašnji rad , ćemo voditi konstruktivno i afirmativno, želimo da se nadmećemo sa drugima u idejama i programima, a ne u destrukciji i negaciji, želimo da naši sugrađani biraju bolje među dobrima, a ne loše među još gorima.
