Milićević: Uplate PDV-a past će za 315 miliona i moramo se zadužiti za 790 miliona KM
Zamjenica premijera Federacije BiH i federalna ministrica finansija Jelka Milićević obrazložila je danas očekivane promjene u ekonomiji u ovom bh. entitetu, odraz na budžet te koji je lijek za ublažavanje takvog stanja.
Kako objašnjava Milićević, budžet je torba sa svim prihodima i rashodima, a idealno je kada se prihodi podudaraju s rashodima i tada kažemo da je to dobro. Ali sada imamo pad prihoda i potrebu za odgovorom na sve izazove u društvu, kaže ministrica.
Taj odgovor je jučerašnji rebalans budžeta kao nužna priprema za primjenu “korona-zakona”.
“Mi smo mala i otvorena ekonomija koja nije imuna na dešavanja u bližem i daljem okruženju. Past će privatna potrošnja, a to je rezultat gubitka posla, smanjenja plate i smanjenih doznaka iz inostranstva. Javna potrošnja je jedina koja drži sistem u životu”, rekla je Milićević.
Drugi problem je što 20 posto BDP-a stvaraju investicije, a četiri petine su privatne investicije – upravo tamo gdje će se desiti drastična promjena.
“Jedna petina nije dovoljna da održi stopu i nadamo se da pad neće biti veći od pet posto”, rekla je ministrica finansija.
Također, Vlada FBiH ima projekcije pada prihoda poreza od oko 15 posto, a to je čak optimistično.
“Projekcije kažu da ćemo imati i manji priliv od PDV-a i bit ćemo sretni ako on bude manji za 158 miliona KM. Imat ćemo smanjene prilive u PIO od oko 315 miliona i to znači da su ugrožene penzije. Ali zato je tu novi zakon”, rekla je Milićević.
Ona naglašava da “korona-zakon” kaže da se to ne smije desiti i da se njime garantuje nivo penzija prije početka krize.
“Zakon kaže da se mora osigurati minimalna plata na prostoru FBiH. Subvencionirat ćemo 350.000 uposlenika, odnosno uplatit ćemo doprinose na minimalnu platu”, rekla je Milićević.
Ona je pred kraj izlaganja kazala kako se moramo zadužiti za 790 miliona KM, što će biti usmjereno za saniranje posljedica i to u ekonomskom i zdravstvenom dijelu.
“Vlada FBiH je napravila rebalans i to bi trebalo da urade i kantoni i općine. Kantonima smo osigurali isti tretman i pristup sredstvima kao što ima Federacija, podijelili smo odgovornosti i kredit, ali to je kredit na pet godina s grejs periodom od tri godine i kamatnom stopom od 1,5 posto i to ćemo zajedno vraćati” pojasnila je Milićević.
