Mi nemamo ni blizu zaliha koje su nam potrebne i koje su nam zadate Direktivom Vijeća EU, kaže Zornić

Nakon neprijatnog iskustva građana Slovenije, koji su se u nedjelju suočili s nestašicama goriva širom države, postavlja se logično pitanje – može li se identičan scenarij desiti i u BiH.

Višak prihoda

S obzirom na izostanak bilo kakve reakcije, vlasti nameću i još logičniji odgovor – da, haotično stanje na tržištu i pasivnost entiteta i države mogli bi nas ostaviti bez nafte i benzina.

– Kod nas može biti svašta, još i gore, jer nemamo ništa – ni rafineriju, ni rezerve, pa će se ono što ostane u okruženju plasirati u BiH. Naši trgovci trenutno trebaju osigurati 110.000 KM za jednu cisternu goriva da bi zaradili 500 KM – kazao nam je Milenko Bošković, predsjednik Udruženja prometnika naftnih derivata FBiH.

Vlasti se uporno ne žele odreći viška prihoda iz cijena goriva čiji „plafon“ niko ne želi ni prognozirati, a pod kojim grcaju građani. S litra goriva koji košta oko 3,50 KM država ubire pola marke PDV-a, a cijena je opterećena i akcizama za koje vlast koristi sve mehanizme kako bi izbjegla njihovo privremeno ukidanje.

– Raspustit će Parlament, a da to ne urade. Ne znam do kada. Ima u Dalmaciji izreka: „Taman sam magarca naučio da ne jede, on mi krep'o.“ Dakle, „krepat će“ ovi koji pune proračun ili će otići vani – istakao je Bošković.

Zalihe goriva u naftnim terminalima u Živinicama su kap vode u moru, potvrdio nam je Hermedin Zornić, predsjednik Uprave Terminala FBiH.

– Barel nafte je 2012. godine bio puno skuplji u odnosu na sadašnjih 120 dolara, a litar dizela za krajnjeg korisnika u FBiH bio je 2,45 KM. Šta je ovo sad, je li prenapuhano, da li zakon o slobodnom formiranju cijena daje nekom za pravo da pravi marže od 300 posto? Mi nemamo zaliha ni blizu onih koje su nam potrebne i koje su nam zadate Direktivom Vijeća EU, ali nije da nemamo ništa. Mogli bismo odgovoriti mjesec-dva, ali šta dalje, to je problem – upozorio je Zornić.

Sve zemlje iz okruženja, gdje su plaće veće, već su intervenirale u ovoj oblasti, pa BiH trenutno ima najskuplje gorivo.

Za to vrijeme bh. političari spokojno sjede i u izbornoj godini čekaju do milijardu KM više, koliko se procjenjuje da će uknjižiti u odnosu na prethodnu godinu.

Koje su zalihe

U skladu s Direktivom Vijeća EU, svaka zemlja članica ili ona koja želi to postati, a među njima je i Bosna i Hercegovina, mora imati zalihe nafte u količini koja se uveze za 90 dana ili potroši za dva mjeseca, ovisno o tome koja je količina veća. Obaveza BiH je da mora osigurati da te zalihe uvijek budu dostupne u slučaju nužde. Krajnji rok za uspostavu državnih naftnih zaliha je kraj ove godine.
