Nikšić: Prvo formirati većinu u FBiH, pa onda Vijeće ministara; vlast moguća bez SDA i HDZ-a
Istovremeno predsjednik DF-a Željko Komšić je izjavio da ne misli da će biti bilo kakvog dogovora sa SDA i HDZ. Dijelite li to mišljenje?
Razgovori ne znače da smo se automatski dogovorili. Bh.blok ima prilično drugačije stavove od SDA i HDZ u nizu pitanja, pogotovo u odnosu na to kakvu BiH želimo i kako je da danas vidimo. U tom smislu dijelim mišljenje kolege Komšića, ali opet naša je namjera nastupiti sa jasnim principima i zadacima koje očekujemo od buduće vlasti.
Ukoliko se pokaže spremnost da se ti principi prihvate i da se usaglasimo oko tih zadataka onda je i neki kompromis možda moguć. Ukoliko se, međutim, nastavi sa ucjenjivačkim odnosom i zahtjevima da se vlast formira isključivo na nekim etničkim principima, onda od dogovora nema ništa. Mi prihvatamo da HDZ i SDA predstavljaju Hrvate i Bošnjake, ali i oni moraju prihvatiti da i mi predstavljamo i Hrvate i Bošnjake i Srbe i sve građane BiH.
Nekako se stekao dojam da se tek nakon sastanka bh. bloka s predsjednikom SBB-a Fahrudinom Radončićem otvorila konkretnija priča o razgovorima s HDZ-om. Je li on na to utjecao?
Nije. Već ranije je unutar bh. bloka postignut dogovor o tome da se otvore razgovori sa svima. To je na neki način iskomunicirano u javnosti prvi put nakon što smo imali sastanak sa gospodinom Radončićem, ali to zaista nije imalo veze jedno sa drugim.
Kakva će biti sudbina nove federalne vlasti? Ključno će biti formiranje Doma naroda. S druge strane nema informacija kada će CIK odlučiti o popuni Doma naroda.
Sve zavisi od toga hoće li FBiH nastaviti svoje postojanje u skladu sa Ustavom FBiH i Dejtonskim mirovnim sporazumom ili će se CIK za račun svojih političkih mentora upustiti u promjenu ustavnog uređenja i i same prirode FBIH pa tako i BiH. Ponovo ih upozoravam da shvate težinu posljedica ako prekrše Ustav FBIH u dijelu koji se odnosi na primjenu popisa i pravila o minimalnoj zastupljenosti konstitutivnih naroda.
Ukoliko do toga dođe bh. blok neće uopšte razgovarati o formiranju bilo kakve vlasti, već ćemo pokrenuti široku političku borbu da se takvo stanje nikada ne legalizira u praksi. Za nas bi to bio kraj BiH kao države svih njenih naroda i građana i pretvaranje BiH u tri etničke teritorije. Nikad nećemo pristati na tako nešto i uvjeren sam da postoji ozbiljna podrška građana ka odbrani tih principa i da se to neće dozvoliti. Nijedna vlast nije bitnija od države. Ko god uđe u vlast koja bi se formirala prema takvim principima za mene je ništa drugo do izdajica BiH.
SDA i HDZ su napustili prošlu sjednicu Zastupničkog doma FBiH. Najavili su apelaciju Ustavnom sudu. Je li bh. blok zajedno s ostalim partnerima time odlučno krenuo u formiranje vlasti na federalnom nivou bez SDA i HDZ?
Mi smo jasno rekli da ćemo pokušati formirati vlast bez nacionalnih stranaka gdje god je to moguće. Da li je to moguće na nivou FBiH neće se znati dok se ne odredi način popune Doma naroda. Iako će biti vrlo teško konstituirati vlast bez obje nacionalne stranke, ponašanje SDA i HDZ na sjednici Parlamenta FBiH pokazuje da oni ne mogu prihvatiti činjenicu da je vlast moguća i bez njih.
Nisu naučili biti u opoziciji i doživljavaju državu kao svoje vlasništvo. Duboko sam svjestan činjenice da ni oni neće sjediti skrštenih ruku, te da će učiniti sve prvo da unesu razdor unutar našeg bloka, a onda i da pokolebaju naše partnere u kantonima. Mora se poznati da u tome imaju zavidno iskustvo i “moć” uvjeravanja te da se neće ustručavati ni od kupovanja zastupnika čija im je podrška neophodna za opstanak na vlasti.
Nadam se da će ipak zastupnici ostati dosljedni, te da ćemo uspjeti da ih pošaljemo u opoziciju gdje god je to moguće, te im dati priliku da se suoče sa tim da nisu Bogom dani da uvijek i svuda budu vlast.
U četvrtak se konstituiše i državni Zastupnički dom. Kakva tu očekivanja imate kada je riječ o formiranju parlamentarne većine a i sami ste zastupnik u tom domu?
To će zavisiti od formiranja vlasti u FBiH i ne vjerujem da će se Vijeće ministara BiH konstituisati prije nego se definira većina u FBiH. To je i pozicija bh.bloka. Prvo FBiH, pa onda Vijeće ministara jer ne možemo dozvoliti da FBiH postane talac ucjena i iracionalnih zahtjeva bilo koga.
Želim vjerovati da će novi saziv Parlamenta BiH biti najuspješniji od Dejtona do danas i ja lično, kao i svi drugi članovi bh.bloka, spremni smo uraditi sve da to tako bude. Pozivam i druge kolege da se tako postave. Potrebno je u narednim godinama nadoknaditi zaista puno toga što je propušteno u proteklom vremenu. Imamo priliku i obavezu prema svim građanima da to uradimo.
Kada ćemo dobiti Vladu KS? Jesu li okončani pregovori o raspodjeli resora?
Vjerujem da će 2019. godinu Kanton Sarajevo dočekati sa novom Vladom. Očekujem da ta Vlada ponudi nešto zaista novo, ne samo u Kantonu Sarajevo već u cijeloj BiH.
Želimo pokazati da je moguće formirati Vladu na konkretnom programu koji će biti predstavljen građanima, koji će onda moći pratiti da li se i kako provodi ono što smo rekli da ćemo uraditi.
Koliko sam upoznat, razgovori oko raspodjele resora i odabira najkvalitetnijih kadrova su pri kraju i javnost bi trebala saznati više detalja u toku naredne sedmice. Svakako da treba ostaviti prostora da se analiziraju sve kadrovske opcije i da se onda zajedno odlučimo za zaista najbolje i najkvalitetnije ljude.
