Od ideje do čina: 190 godina od proglašenja bosanske autonomije
Jedan od, bez sumnje, najznačajnijih događaja u historiji Bosne i Hercegovine, koji je imao snažne i dalekosežne refleksije na pravce njenog političkog razvoja, jeste obrazovanje pokreta za autonomiju pod vlašću Osmanskog carstva.
U osvit rusko-osmanskog rata 1827. godine, koji je dvije godine kasnije okončan mirovnim sporazumom u Jedrenama, političke prilike i društveni odnosi u najzapadnijoj provinciji Osmanskog carstva ozbiljno su narušeni. Prema odredbama sporazuma, iz teritorije Bosanskog ejaleta izdvojeno je i kneževini Srbiji priključeno šest nahija (oblasti).
Nezadovoljstvo stanovništva, koje je još od kraja 16. stoljeća isključivo samo nosilo teret odbrane granica svoje domovine, postalo je gorući problem u ovom dijelu Carstva. Iskazujući otvoreno neslaganje spoljnom politikom Osmanskog carstva, kojom su oduzimanjem šest nahija direktno ugroženi interesi Bosne, bosansko plemstvo odbacilo je politiku i odluke Visoke Porte.
U tom smislu, na dan 12. septembra 1831. godine, kao rezultat političke akcije i volje najvećeg dijela naroda, u Sarajevu je proglašena autonomija Bosne u okviru Osmanskog carstva.
Uspon Husein-kapetana Gradaščevića
Husein, sin Osman-kapetana i Melek-hanume, rođen je u Gradačcu 1802. godine. Odrastanje i mladost proživio je u burnim vremenima kad je Bosnom upravljao Dželal-paša, namjesnik vrlo surovog vladanja, u čijim je intrigama život izgubio i Huseinov stariji brat, Murat-kapetan, kojeg je na čelu gradačačke kapetanije naslijedio 1820. godine.
Za punih jedanaest godina upravljanja kapetanijom izgradio je desetine građevina, od kojih se posebno izdvaja džamija Husejnija, čija je gradnja završena 1826. godine. Po dobrom su ga pamtili katolici sela Tolise gdje je, kako bilježi Julijan Jelenić, njegovom saglasnošću i dozvolom 1823. godine izgrađena prva zgrada za potrebe katoličke pučke škole i crkva koja je primala 1.500 ljudi.
U vrijeme rusko-osmanskog rata Husein-kapetan je pružao podršku bosanskom namjesniku, sve do 1829. godine kada je Jedrenskim sporazumom odlučeno da se iz Bosne izdvoji šest nahija.
Već naredne godine sultan je obaviješten o formiranju tajnog društva u Tuzli kojim je rukovodio Husein-kapetan, sa ciljem nepriznavanja zakona o ukidanju janjičarskog odžaka i vraćanje uprave u ruke Bosanaca.
Na jednom od sastanaka održanom u Tuzli, kojem nije prisustvovao namjesnik, kapetani su za vođu izabrali Husein-kapetana i ovlastili ga da štiti njihove i interese Bosne.
Organizacija i početak Pokreta za autonomiju
U drugoj polovini marta 1831. godine namjesniku su saopšteni zahtjevi koje bi sultan trebao da ispuni, ako želi da se u Bosni očuva red i mir.
Bosanski prvaci su, između ostalog, zahtijevali da sultan poništi sve privilegije date kneževini Srbiji, zaustavi reformu vojske, ukine namjesništvo u Bosni i omogući uvođenje posebne republikanske uprave na čijem će čelu biti domaći čovjek. To je bio prelomni trenutak.
Husein-kapetan uživao je veliku podršku bosanskog naroda. Još u maju 1831. godine potpisivao se kao Al-muhakkem Kapudan Husein Serasker-i Bosna (serasker, vojni komandant Bosne, izabran po volji naroda).
Nakon što su odbačeni zahtjevi kapetana, sultan je naredio velikom veziru da spremi vojsku i kazni pobunjenike.
Bosanska vojska, na čelu sa Husein-kapetanom, pristigla je u blizinu Prištine i već jula 1831. godine, u mjestu Štimja, osmanske snage doživjele su težak poraz, a veliki vezir sa svojim pomoćnicima pobjegao u Skoplje. Njegov bijeg bio je tako paničan da je ostavio cijelu arhivu, koju je bosanska vojska zaplijenila.
Proglašenje bosanske autonomije
Iz Prištine, preko Novog Pazara, Husein-kapetan sa pratnjom uputio se prema Sarajevu, gdje je dočekan uz veliko oduševljenje naroda.
S obzirom da sultan nije želio ispuniti zahtjeve bosanskih prvaka i imenovati Husein-kapetana novim bosanskim valijom, u Sarajevu je 12. septembra održan svebosanski sabor. Tom prilikom, u Carevoj džamiji, zvanično je proglašena autonomija Bosne i Husein-kapetan potvrđen kao valija.
“Mi ovdje sakupljeni”, tekst je zakletve, “svi, jednoglasno tebe postavljamo za valiju ejaleta Bosne. Svu našu pokretnu i nepokretnu imovinu i, posebno, naše porodice i djecu predajemo tebi u ruke i za tvoju sreću. Od sada samo tebe priznajemo kao valiju Bosne i nikoga s druge strane ne trebamo i ne primamo, ko god da postavio. Ima umrijeti i propasti ali od ovoga nema odustati”.
Husein-kapetanov san o slobodi Bosne, činilo se, bio je ostvaren.
Husein-kapetan je upravu u Bosni preuzeo kao vezir u činu paše sa tri tuga, a nedugo nakon završetka rada Sabora obrazovan je i bosanski Divan. Carski kapidžibaša i inspektor, svjedočivši takvom razvoju situacije, savjetovao je sultana da potvrdi odluke koje su Bosanci donijeli u Sarajevu.
“Za ime Boga, gospodaru”, pisao je Visokoj Porti u Istanbul, “ako se želi sačuvati Bosna u okviru Carstva i cijela Rumelija, potvrdite izbor Husein-paše Gradaščevića za valiju i vezira Bosne i ispunite zahtjeve Bošnjaka. To je najveći interes sultana i Carstva”.
Međutim, sultan nije prihvatio savjete. Umjesto toga je izdao naredbu o pokretanju vojske i okupljanju 50.000 vojnika iz rumelijskih sandžaka. Pokret za autonomiju našao se pred najvećim izazovom.
Slom pokreta za autonomiju i sudbina Husein-kapetana
Carska vojska, koja je u Bosnu prodirala iz dva pravca, brzo je napredovala. Do značajnijeg je sukoba došlo na Glasinačkoj visoravni, gdje je bila utaborena glavnina bosanske vojske. Napadi vezirovih jedinica su bili suviše snažni, pa je Husein-kapetan bio primoran povući se u pravcu Sarajeva.
Posljednja i odlučujuća bitka zbila se 4. juna 1832. godine na putu od Sarajeva prema Ilidži, u mjestu Stup, gdje je bosanska vojska u početku bilježila velike uspjehe. Međutim, tad se iznenadnim probojem hercegovačkih prvaka Ali-paše Rizvanbegovića i Smail-age Čengića, koji se još i danas nerijetko ocjenjuju izdajnicima bosanske autonomije, rat okrenuo u korist vojske velikog vezira.
Procijenivši da se više ne može odupirati nadmoćnijem protivniku, Husein-kapetan je raspustio vojsku i uputio se prema Gradačcu. Bio je to kraj autonomnog pokreta.
Proglašen ‘odmetnikom i buntovnikom’
Husein-kapetan, kojeg je sultan carskom naredbom dva mjeseca ranije proglasio “odmetnikom i buntovnikom” i osudio ga na smrt, 16. juna iste godine stigao je na austrijsku granicu. Pratilo ga je šest stotina naoružanih ljudi.
“Tuga za Bosnom”, bilježio je Aleksa Ivić, “koju je beskrajno voleo, briga i bojazan od neizvesnosti, koja čeka njega i njegove u Austriji, razočarenje u prijateljima i ratni napori, podneseni u poslednje vreme, potresoše i iznuriše osetljivog viteza. Na obali savskoj nije mogao da ide bez tuđe pomoći”.
Nakon uvjeravanja sultanovih izaslanika i vijesti o odluci za njegovo pomilovanje, te pod pritiskom austrijske strane, preko Beograda se uputio u Istanbul. Taj ferman je za Husein-kapetana bio najgora kazna, jer mu je njime zabranjen povratak u Bosnu.
U vrijeme boravka u Beogradu pogoršalo mu se zdravlje. Bartolomeo Kunibert, koji ga je liječio, u bilješkama je zapisao da je Husein-kapetan obolio “uslijed tuge i brige za svoju budućnost”.
Svoje posljednje dane proveo je u Istanbulu. Umro je, po svemu sudeći, prirodnom smrću, 1834. godine. Njegov mezar nalazi se na mezarju Ejjub u Istanbulu.
Posljedice pokreta za autonomiju
Slom pokreta poništio je sve što je postignuto borbama sa sultanovom vojskom. Najveći dio učesnika otpora carskoj vojsci kažnjen je i razvlašćen svake dužnosti, a svaki oblik autonomnog odlučivanja u Bosni je ukinut.
Ipak, najteža posljedica po Bosnu bio je diskontinuitet samostalnog razvoja njenog društva.
Da to nije značio i definitivan kraj ideje o političkoj samostalnosti Bosne pokazalo se stoljeće kasnije, kada je, u još težim i brutalnijim uslovima, bosanski čovjek ostvario ono u čemu je zaustavljen Husein-kapetan.
