Palmer: Dogovor očekujemo do kraja godine, stranke znaju šta je na stolu
Gosti Al Jazeere bili su specijalni izaslanik SAD-a za izmjene izbornog zakona BiH Matthew Palmer i direktorica pri Evropskoj službi za vanjske poslove Angelina Eichhorst.
Eichhorst kaže da je “još prerano za dogovor”, ali da se aktivno radi na tome. Pozdravlja ideju civilne građanske skupštine i kaže da se tako mnoga pitanja u Bosni i Hercegovini mogu riješiti.
Naglašava da se već duže radi na izbornoj reformi, a ne tek prije dva mjeseca, “kada su se ostale stvari počele događati”.
Kaže da Bosna i Hercegovina mora riješiti otvorena pitanja jer “sve članice Evropske unije tvrde da će Bosna i Hercegovina biti članica” Unije.
Također naglašava važnost primjene presuda Evropskog suda za ljudska prava.
“Insistiramo da se primjenjuju sve presude Evropskog suda za ljudska prava. Bosna i Hercegovina će imati sastanak u januaru u Vijeću Evrope, gdje će predstavnici morati objasniti zašto te presude još nisu provedene.”
Palmer podsjeća da se dogovor oko izborne reforme očekuje do kraja 2021. godine i da “stranke znaju šta je na stolu i trebaju ozbiljno pristupiti radu”.
Naglašava da Bosna i Hercegovina ima punu američku pažnju.
“Bosna i Hercegovina ima našu punu pažnju i mnogi američki zvaničnici su dolazili u Bosnu i Hercegovinu. Mi se bavimo i radimo na mnogim izazovima s kojima se suočava Bosna i Hercegovina. Istovremeno, sigurni smo da je ovo prilika da se pozabavimo izbornom reformom i ograničenim i ciljanim izmjenama Ustava [Bosne i Hercegovine]. Ove reforme bi ojačale institucionalni okvir Bosne i Hercegovine i izbori na jesen [2021. godine] bi bili transparentniji i odgovorniji, a građani Bosne i Hercegovine bi bili sigurni da se njihov glas računa i da će se odraziti na institucije Bosne i Hercegovine.”
Na pitanje o utjecaju Rusije, Palmer kaže da “Rusija radi širom Zapadnog Balkana na način koji produbljuje podjele, promovira tenzije i produbljuje nepovjerenje.”
