SDA: Kladioničarski lobi misli da može biti iznad države

Reakcija Asocijacije priređivača igara na sreću, na inicijativu SDA o uvođenju PDV-a kladionicama, direktna je potvrda da tzv.”kladioničarski lobi” misli da može biti iznad države, saopćeno je danas iz te stranke.

– Pokušaj da se političkim strankama i zastupnicima u Parlamentu BiH koje su izabrali građani određuje šta je “dopustivo” a šta nije, to jasno potvrđuje. Ne smije se dozvoliti da grupa bahato bogatih kladioničara bude iznad Parlamenta BiH, državnih institucija i iznad interesa građana – naveli su u saopćenju.

U saopćenju se dodaje da “način na koji je ‘kladioničarski lobi’ intonirao svoje saopćenje jasno ukazuje da u najvećoj mjeri upravo taj lobi finansijski stoji iza medijskog produciranja afera usmjerenih protiv SDA, upravo zbog našeg dugogodišnjeg insistiranja na adekvatnom oporezivanju”.

– Jasno je da kladioničari u političkim krugovima imaju svoje lobiste, ali vjerujemo da je došlo vrijeme kada će izabrani predstavnici građana u Parlamentu BiH ispraviti nevjerovatnu anomaliju u Zakonu po kojoj se PDV plaća na dječiju hranu, lijekove, hljeb i mlijeko, na školski prirbor, ali se ne plaća na igre na sreću. Frapantan je podatak da su kladionice samo u Federaciji BiH za posljednjih pet godina ostvarile promet od oko osam milijardi KM, plativši za to tek simbolicne iznose kroz direktno oporezivanje. Raznim malverzacijama i korištenjem uticaja na političke stranke, bogati vlasnici kladionica su u tom periodu uskratili federalni budžet za iznos viši od 600 miliona KM. Zbog toga će SDA nastaviti da inicira izmjene zakona i na drugim nivoima vlasti, kako bi kladionice konačno bile pravično oporezovane – naveli su iz SDA.

Iz Asocijacije legalnih priređivača igara na sreću (ALPIS) jučer su saopćili da je “nedopustiv prijedlog Stranke demokratske akcije (SDA) da se uvede PDV za igre na sreću”.

– U obrazloženju svoga prijedloga SDA navodi da je “neprihvatljivo da se po jednakim stopama oporezuju prehrambeni proizvodi, medicinska oprema i lijekovi, školski pribor, itd., a da igre na sreću ostaju oslobođene od PDV-a”. Takve su usporedbe apsolutno nedopustive, te potpuno u suprotnosti sa samom formom PDV-a. Da razjasnimo, PDV znači porez na dodanu vrijednost. U usporedbi, npr. s lijekovima, apoteka je lijek kupila po cijeni od pet KM, lijek je naknadno prodala kupcu za devet KM, te ta razlika od četiri KM predstavlja “dodanu vrijednost” u smislu PDV-a – naveli su iz ALPIS-a.

Također su ustvrdili i da je prijedlog SDA “u potpunosti suprotan direktivama EU”.

Naveli su da “kladionice u Bosni i Hercegovini već plaćaju PDV na robe i usluge koje nabavljaju od dobavljača, te da je prošle godine u budžet uplaćeno skoro 15 miliona KM PDV-a od svih kladionica.

Također su naglasili “da su kladionice za poreze na uplate, dobitke, doprinose i ostala javna davanja uplatile 100 miliona KM”.

Podsjetimo, Zastupnički dom Parlamenta Bosne i Hercegovine odbio je po hitnom postupku razmatrati izmjene Zakona o PDV-u, a kojim je SDA inicirala uvođenje PDV-a za igre na sreću.
