UN: Usvojena rezolucija kojom će se zahtijevati opravdanje za korištenje veta
Prema rezoluciji, Generalna skupština UN-a će se sastati u roku od 10 dana ukoliko neka od stalnih članica Vijeća sigurnosti stavi veto na bilo koju rezoluciju, te će moći raspravljati o pitanju uloženog veta.
Generalna skupština Ujedinjenih nacija (UN) usvojila je rezoluciju kojom se zahtijeva od pet stalnih članica Vijeća sigurnosti da opravdaju korištenje prava veta, javlja Anadolu Agency (AA).
Dok se očekuje da će više od 80 država biti garant globalnog mira, pet stalnih članica – Sjedinjene Američke Države, Kina, Rusija, Engleska i Francuska, koje često čine Vijeće sigurnosti UN-a nefunkcionalnim svojim pravom veta, će “polagati račune” za korištenje veta.
U Generalnoj skupštini UN-a prihvaćena je rezolucija kojom se traži da jedna od pet država sa pravom veta u Vijeću sigurnosti, da obrazloženje ukoliko to pravo iskoristi.
Prema rezoluciji, Generalna skupština UN-a će se sastati u roku od 10 dana ukoliko neka od stalnih članica Vijeća sigurnosti stavi veto na bilo koju rezoluciju, te će moći raspravljati o pitanju uloženog veta i tražiti od zemlje koja koristi svoje pravo veta da se brani.
Ovo pitanje, o kojem se već duže vrijeme raspravlja kako bi se smanjilo pravo veta stalnih članica Vijeća sigurnosti UN-a, ponovo je došlo u prvi plan nakon rata koji je Rusija pokrenula protiv Ukrajine.
Posljednjih godina 15-člano Vijeće sigurnosti UN-a je često u nemogućnosti da ispuni svoju funkciju, jer pet stalnih članica, od kojih se očekuje da budu garanti globalnog mira, s vremena na vrijeme koriste pravo veta za svoje interese.
Sjedinjene Američke Države i Ujedinjeno Kraljevstvo, koje imaju pravo veta u Vijeću sigurnosti UN-a, također su podržale prijedlog koji je predstavljen Generalnoj skupštini UN-a i bile su među prezentatorima rezolucije.
Rusija je najviše koristila pravo veta u Vijeću sigurnosti UN-a.
Prvi veto upotrebio je Sovjetski Savez 1946. godine, a Rusija je do sada stavila veto na 120 rezolucija u Vijeću sigurnosti UN-a.
Ruski veto počeo je da raste sa građanskim ratom u Siriji 2011. godine, a Kina je stala na stranu Rusije i stavila veto na mnoge zakone, uključujući upotrebu hemijskog oružja u Siriji.
Nakon Rusije, SAD su bile zemlja koja je najviše koristila pravo veta u Vijeću sigurnosti UN-a. Sjedinjene Američke Države su do sada stavile veto na 82 rezolucije, većinom protiv Izraela.
Britanija i Francuska, s druge strane, nisu koristile pravo veta od 1989. godine.
