Usvojen Statut Grada Gradačac
Na 20. redovnoj sjednici Gradskog vijeća Grada Gradačac usvojen je Statut Grada Gradačac. Ovo je veoma važan dokument za sve građane grada Gradačac jer ovim Statutom se, u skladu sa Ustavom i zakonima, uređuju opće odredbe, statusna obilježja Grada Gradačac, samoupravni djelokrug Grada Gradačac, organi Grada Gradačac i struktura vlasti, međusobni odnosi Gradskog vijeća I Gradonačelnika, organizacija gradskog organa uprave, javne ustanove i javna preduzeća, ostvarivanje i zaštita ljudskih prava i osnovnih sloboda i saradnja sa ombudsmenima, Gradsko pravobranilaštvo, mjesna samouprava, neposredno učestvovanje građana u odlučivanju I izjašnjavanje građana o pitanjima iz samoupravnog djelokruga Grada Gradačac, imovina i financiranje Grada Gradačac, propisi i drugi akti organa Grada Gradačac, odnos i saradnja sa federalnim i kantonalnim vlastima, udruživanje i saradnja sa drugim gradovima i općinama u zemlji i inostranstvu, javna priznanja Grada Gradačac, donošenje i promjene Statuta Grada Gradačac, javnost rada i informisanje, kao i druga pitanja od značaja za organizaciju i rad Grada Gradačac.
Gradski vijećnici su usvojili i Prijedlog budžeta Grada Gradačac za 2023. godinu u iznosu od 21.985.753 KM. Najviše sredstava planirano je utrošiti u komunalnu oblast i oblast društvenih djelatnosti I lokalnog razvoja. Budžetom je predviđen završetak azila za pse, uspostava video nadzora, kao i nastavak infrstrukturnih radova koji se odnose na vodosnabdijevanje, putnu infrastrukturu, javnu rasvjetu i sanaciju mostova. U narednoj godini predviđene su naknade za novorođenčad te pomoć djeci oboljeloj od dijabetesa.
Usvojen je i Prijedlog rješenja o davanju saglasnosti na Pravilnik o unutrašnjoj organizaciji I sistematizaciji službi za upravu I stručnih službi Grada Gradačac. Donošenjem nove Odluke o organizaciji i djelokrugu rada službi za upravu i stručnih službi Grada Gradačac osnovano je devet službi. Na osnovu navedene Odluke Gradonačelnik je Pravilnikom, nastojao postići funkcionalnost, utvrdio unutrašnju organizaciju službi, organizujući poslove po istovrsnosti u unutrašnje organizacione jedinice (odsjeke) i raspoređujući poslove na izvršioce (državne službenike i namještenike).
U vezi sa navedenim, radna mjesta državnih službenika i namještenika su u novoformiranim službama prilagođena poslovima koji su utvrđeni navedenom Odlukom, te je kategorija radnog mjesta usklađena sa zakonom i podzakonskim aktima.
Na osnovu svega navedenog donesen je ovaj Pravilnik, kojim se svi zaposlenici zadržavaju u radnom odnosu, te će svi biti raspoređeni i postavljeni na radna mjesta usklađena sa novim potrebama službe, u skladu sa svojom stručnom spremom i odgovarajućim stažom, a shodno odredbama zakona i podzakonskih propisa.
Gradski vijećnici usvojili su Prijedlog programa rada Gradskog vijeća za 2023. godinu kao I prijedlog programa rada javnih ustanova Grada Gradačac za 2023. godinu ( JZU Dom zdravlja Gradačac, JZU Centar za fizikalnu medicine, rehabilitaciju I banjsko liječenje “Ilidža” Gradačac, JU Apoteka Gradačac, JU Centar za socijalni rad Gradačac, JU Centar za kulturu “Ahmed Muradbegović” Gradačac, Program rada JU Javna biblioteka “Alija Isaković” Gradačac).
Usvojeni su i prijedlozi plana poslovanja javnih preduzeća Grada Gradačac za 2023. godinu ( JP “Parkinzi” d.o.o. Gradačac I JP Javno stambeno preduzeće Gradačac).
Na kraju sjednice postavljeno je nekoliko pitanja i inicijativa od strane gradskih vijećnika.
