Zadužuju se da bi opstali: Proizvođači mlijeka iz TK devet mjesci čekaju na isplatu poticaja s nivoa FBiH

Proizvođači mlijeka u Tuzlanskom kantonu bili su prisiljeni da se zadužuju da bi obavili proljetnu sjetvu, jer već deveti mjesec čekaju na poticaje s nivoa Federacije Bosne i Hercegovine. Federalno ministarstvo poljoprivrede, vodoprivrede i šumarstva duguje im poticaje za posljednji kvartal prošle i prvi kvartal ove godine.

– Mi ulazimo u deveti mjesec dugovanja, što je za nas veoma iscrpljujuće, posebno, jer još nismo završili cijelu sjetvu. Istovremeno, imali smo poplave u TK, uništeni su usjevi ječma, tritikala i stočnog graška, na pojedinim parcelama u potpunosti, a na nekima i do 70-80 posto. Također, livadsko sijeno na mjestima je uništio mulj rijeke Spreče – kaže Eldin Glibanović, predsjednik Udruženja proizvođača mlijeka TK.

On ističe da je jutros (petak op.a.) s federalnog nivoa dobio obavijest da će oko 900 proizvođača danas dobiti poticaje.

– Mi u TK imamo 1.000 registriranih gazdinstava i još oko 250 obrta, dakle ova isplata neće pokriti sve proivođače. Naš kanton je drugi po proizvodnji mlijeka u FBiH i smatramo da trebamo biti prioritet prilikom isplata – navodi Glibanović.

Proizvođače u TK, koji uzgajaju oko 7.850 muznih grla, dodatno brine i smanjenje otkupne cijene mlijeka za sedam feninga po litru, pa otkupna cijena sada iznosi od 65 do 90 feninga.

– Želim pohvaliti Vladu TK na čelu s premijerom Irfanom Halilagićem, jer su za poljoprivrednu proizvodnju izdvojili najviše u FBiH. U ovom krugu povećanja mljekarstvo nije dobilo povećanje koje smo tražili, jer smo tražili 500 KM po muznom grlu, a dobili smo 380, pa bi željeli povećanje kroz rebalans budžeta koji je u izradi i danas ćemo uputiti zahtjev – kaže Glibanović.

Suljo Delić iz Suhe kod Živinica ima tri muzna grla i trenutno ima problem kada je u pitanju prijava proizvodnje.

– Radi se o P1 obrazcu koji je dostavio otkupljivaču mlijeka. Oni su predatu dokumentaciju proslijedili Ministarstvu poljoprivrede FBiH da bi mi javili da dokumentacija nije validna, jer je obrazac P1 ušao u Ministarstvo bez da je prošao protokol. Pored mene isti problem ima još 21 proizvođač. Obratili smo se našem kantonalnom ministrstvu, koje je reagiralo i proslijedili zahtjev Federalnom ministarstvu poljoprivrede da se izvrši izmjena pravilnika da bi proizvođači, koji imaju problem, mogli ostvariti premiju za proizvodnju mlijeka – pojašnjava Suljo Delić.

Bez tih premija 22 farme dolaze u pitanje, ističe Delić, koji apelira na nadležno ministarstvo na nivou FBiH da im izađe u susret.

– Nama ta premija za fizička lica održava proizvodnju, jer se njome bave uglavnom penzioneri s malim penzijama, invalidi rata i civilni invalidi, kojima trebaju dodatni prihodi da bi živjeli normalnim životom – zaključuje Delić.
