GLAD I BIJES: Ko je opljačkao torbu gospođe Miličević?

Po prvi put u petnaest posljednjih godina u proždrljive ralje Crne Rupe, poznate i pod nazivom Budžet FBiH, neodgovorni građani nisu ubacili dovoljno novca. Šta ćemo sad? Da li mi možemo ikako pomoći? Pitaju se zabrinuti i zbog svoje neodgovornosti opravdano postiđeni građani.

Svoju potresnu ispovijest pred kamerama, vidno zabrinuta, premda stidljivo nasmiješena, i „vjerovatno dobra u duši”, federalna ministrica i šefica Kriznog štaba Jelka Miličević je započela (17.04.2020.) metaforom u kojoj je budžet Federacije BiH uporedila sa torbom u kojoj se baš svašta nalazi. Ali nakon što je poetski inspirisana ministrica zavirila u pomenutu torbu došla je do šokantnog saznanja: Torba je bila poderana, a pare su nestale! Shodno ovom groznom saznanju neprijatno iznenađena ministrica je saopštila kako se Vlada po prvi put susreće sa jednom „neobičnom“ situacijom, a to je da su prihodi manji od rashoda.

Ko je poderao torbu iz koje su iscurili prihodi, a nekim čudom ostali samo rashodi nije objašnjeno na, za zdrav razum pogubnom, šouu sa zvijezdama Kriznog štaba civilne zaštite FBiH, koji mazohizmu skloni građani mogu svakodnevno gledati na kanalima javnih TV servisa.

Tako smo saznali iz prve ruke da po prvi put u petnaest posljednjih godina u proždrljive ralje Crne Rupe, poznate i pod nazivom Budžet FBiH, neodgovorni građani nisu ubacili dovoljno novca. Šta ćemo sad? Da li mi možemo ikako pomoći? Pitaju se zabrinuti i zbog svoje neodgovornosti opravdano postiđeni građani.

Ali ministrica, ta požrtvovana prijeratna ekonomistica mostarskog Sokola, koja je beskrajnu lojalnost prema Knezu Draganu od Betonom Ispravljene Radobolje, dokazala još 2006. godine svojevremeno založivši svoju imovinu kao garant slobode svog stranačkog šefa, i ovaj put ima rješenje. Bez nekog osobitog uzbuđenja, Miličević je saopštila kako će se FBiH (a Federacija to smo svi mi) morati dodatno zadužiti za novih tričavih 790 miliona KM, pa će zaduženje u ovoj godini narasti na skromnu milijardu i 375 miliona KM, a da će se novac trošiti „za saniranje stanja nesreće u zdravstvenom i ekonomskom smislu“. Kako bi smirila javnost ministrica je saopštila da je kamata pišljivih 1,05%.

Kako se tačno došlo do brojke od dodatnih 790 miliona KM i koje su to „aktivnosti saniranja stanja nesreće“, te ko je rasporio i da li će iko zašiti isporenu torbu Vlade FBiH, nijedan od prisutnih novinara nije pitao, valjda znajući da ionako neće dobiti iole pošten odgovor. A možda malo i iz straha da ne prođu poput 15 kolega iz Oslobođenja. A možda novinara nije ni bilo.

Pitanje za 2,94 milijarde KM: Da li su vrtoglavi krediti kompenzacija za državno sponzorisani porezni kriminal?

Zbunjena neočekivanom situacijom sa poderanom torbom Vlade FBiH, iz koje su ispali svi prihodi, uključujući i 5,3 milijardi poreza sakupljenih u 2019. godini, ministrica i smjerna vojnikinja svoje partije je očigledno smetnula s uma činjenicu da se u sastavu Federalnog ministarstva finansija na čijem je čelu upravo ona, nalazi i Porezna uprava FBiH, a koja zaključno sa 31.12.2019. nije uspjela naplatiti oko 2,94 milijarde KM od 70.465 neplatiša. Ovaj iznos je 2,14 puta veći od iznosa ukupnog zaduženja koje Vlada FBiH kroz novi kredit želi natovariti na leđa građana.

Poređenja radi, pomenuti iznos neprikupljenih poreza je čak 4,5 puta veći od iznosa kredita (330 milona eura) koji je MMF odobrio da ga raskrčmi Velika DBM Trojka i koju je na taj način bar privremeno sačuvao na vlasti.

Od navedene 2,94 milijarde nenaplaćenih poreza, 2,566 milijardi KM otpada na 3.624 preduzeća koja su dužna za neplaćene poreze više od 50 hiljada KM. U prosjeku svako od ovih preduzeća je za neplaćene poreze dužno oko 708. 000 KM. Ova lista poreznog beščašća povlaštenih, stranačkih loše upravljanih ili stranački čvrsto povezanih privatnih firmi, te kroz stranačku pljačku privatizovanih firmi najbolje oslikava zašto je Vlast glavni uzrok ekonomskih pa time i svih ostalih problema.

Od pomenutog enormnog duga, približno 75% je trebalo završiti u socijalnim davanjima za zdravstveno osiguranje, osiguranje od nezaposlenosti te penziono i invalidsko osiguranje. To je iznos od 2,2 milijarde KM.

Više od polovine ovog duga tačnije 1,245 milijarde KM otpada na javna preduzeća u vlasništvu FBiH, te ostale privredne organizacije čiji su osnivači ili vlasnici kantoni i općine. Ako bismo ovaj iznos od 2,2 milijarde KM raspodijelili na tri pomenuta socijalna davanja u zakonom određenim djelidbenim odnosima (1-6,6-9,6) možemo vidjeti za koliko je svaki od fondova zakinut zbog nenaplaćenih poreza:

Građanin može stoga zaključiti kako Država nije trebala uzeti kredite nego je trebala obaviti svoj posao i uzeti odnosno naplatiti poreze.

Porezni lopovluk – osnovne podjele

Analizirajući listu poreskih dužnika svi bi manje-više mogli biti smješteni u 3 osnovne grupe:

1. Javna preduzeća, ustanove i druga privredna društava u vlasništvu Vlade FBiH, ili nižih nivoa vlasti čiju nesposobnu upravljačku strukturu postavlja, štiti i nikad ne kažnjava upravo ta ista vlast. Često je ovaj teški kriminal sakriven eufemizmom Kupovanje socijalnog mira. 2. Firme koje su u kriminalnoj simbiozi sa partijskim hobotnicama i koje se nakon što ostvare milionske profite po ustaljenom modelu jednostavno gase i ponovo registruju, bez kazne. Simbioza je jednostavna i svodi se na izdašne donacije vodećim banditima iz vodećih partija, a zauzvrat vlasnici neplaćene poreze trpaju u svoje džepove. 3. Firme koje su nakon banditske partokratijske pljačke zvane Privatizacija zarobljene u višegodišnjim i beskrajnim stečajnim postupcima koje vode nezainteresovani ili pak korumpirani stečajni upravnici koje opet imenuje vlast (federalna, kantonalna ili općinska) i čiji radnici, odbačeni i zaboravljeni završavaju na ulici i grobljima. Sve navedene grupe poreznih prekršitelja imaju zajedničke imenitelje. Naime, radi se o teškom kriminalu neplaćanja poreza, koji uništava institucije socijalne zaštite najsiromašnijih građana. Ovaj kriminal koji po pravilu ostaje bez ikakve kazne ili je ista beznačajna i koji je ili nadziran ili sponzorisan od kleptokratske vlasti na kraju kroz poreze opet plate građani. Isti oni pošteni građani koji se u ovim kategorijama ne mogu naći, jer za njih postoji efikasna Porezna uprava sa čeličnim Šerifom Isovićem koji porezni dug ne oprašta.

Sada pustimo Šerifa Isovića neka uzima poreze i pogledajmo šta o svemu misli MMF. Prema studiji ovog svjetskog prodavca novca, pod nazivom State-Owned Enterprises in Bosnia and Herzegovina: Assessing Performance and Oversigth (septembar 2019.),  javna preduzeća i druga privredna društva u BiH a kojima upravlja država na ime poreza i socijalnih davanja duguju 4% od ukupnog BDP-a, što daje oko 1,45 milijardi KM. U drugoj studiji MMF pod nazivom Governance State-Owned Enterprises: How costly is corruption? navodi se da postoje jasni primjeri kako su neefikasna državna preduzeća u velikoj mjeri teret za poreske obveznike, kao i da izbjegavanje plaćanja poreza, pored plaćanja mita kako bi se ostvario privilegovani pristup javnim ugovorima, predstavljaju osnovne negativne radnje koje uništavaju efikasnost i razvoj kompanija. Zvuči poznato, zar ne?

Razum i osjećaji građanina iz tri kutije

Da se sve visoke plaće smanje, da se izbaci nervoza koju su stvorili u narodu, da neko ne radi ništa nikako i dobije 4-5 hiljada mjesečno, dok neki rudar silazi svaki dan za hiljadu KM mjesečno na ovakvom vremenu…

Mislim da političari treba da se utrkuju u tom smjeru da što više toga što može izazivati i provocirati socijalne nemire, otklone. Da zajedno preživimo naredni period, a onda ćemo poduzeti privredu i vraćati plaće….

Danas nema radničkih protesta, blokada ulica, štrajkova.” Bakir Izetbegović, N1, 13.04.2020.

Mada su dati kao rezultat opravdanog straha vlastodršca od mogućeg ključanja bijesa građana, gore navedeni zaključci 64-godišnjeg Bakira Izetbegovića govore da je dotični građanin svjestan sljedećih činjenica:

1. Neko je stvorio nervozu u narodu. 2. Neki koji ne rade ništa primaju plate od 4-5 hiljada KM, a rudari silaze u rudnike za hiljadu KM na ovakvom vremenu. 3. Nešto može izazvati i isprovocirati socijalne nemire. 4. Neko želi da zajedno preživi naredni period, a onda će neko „poduzeti“ privredu i neko će vraćati plate. 5. Danas nema radničkih protesta i štrajkova.

Ipak pomenuti tvorac ovih logičnih zaključaka nije pojasnio sljedeće:

1. Ko su ti neki koji su stvorili visoke plaće i „nervozu“ u narodu? 2. Ko su ti „neki“ koji ne rade ništa, a imaju plate 4-5 hiljada i ko je taj „neko“ ko im je to omogućio? 3. Šta je to „nešto“ što može izazvati i isprovocirati socijalne nemire i ko je taj „neko“ što je takvo „nešto“ stvorio? 4. Ko je taj koji će „poduzeti“ privredu (šta god ova semantička konstrukcija značila) i ko, kome, kako i kad će uzeti i vraćati plaće? 5. Kako se to uzimaju nečije plaće?

Obzirom da su od Vlade izigrani rudari RMU Zenica započeli štrajk isti dan kad je data izjava o tome da nema radničkih protesta i štrajkova, o ovoj, možda i najznačajnijoj izjavi arhitekte iz Sarajeva, a koji po vlastitoj izjavi 90% života provodi u tri kutije (kola, stan, office) nećemo bar za sada zatražiti dodatna objašnjenja. Ipak za kraj, možda bi bilo zanimljivo postaviti pitanje da li bi četvrta kutija, u kojoj bi dotični mogao provesti onih ostalih 10% života mogao da bude, recimo, neki lijepo namješteni trezor za jednu osobu?

Radnici, dobro došli u robovlasništvo

I taman kad se pomisli da je dno beščašća pronađeno, ova Vlast iskopa novo dno lopovluka i gadosti, čak i dublje od rudničkih financijskih dubioza od 792 miliona KM. Tako se, ova ekipa, za narod štetnih birokrata, koja sve glasnije postaje megafon mračnih želja beskrupuloznog krupnog feudo bh. kapitala, dosjetila da ekonomski uragan koji se tek zahuktava, sada jednostavno i potpuno preusmjeri na radnike. U vrijeme dok isprepadani građani, mnogi već sa otkazima i bez para, izluđeno sjede u svojim domovima, i sablažnjavaju se zašto uprava najveće bolnice u državi na čelu sa Darth Vadericom Zdravstva, istu čuva od mogućih pacijenata, Vlada FBiH je došla na hinjsku ideju da na brzinu izmijeni Zakon o radu.

Razumljivo da je to bilo i za očekivati jer je ovaj Zakon (pored Ustava), još uvijek ozbiljna prepreka za provođenje, glupavo nazvanog Korona zakona (zvuči kao reklama za istomeno pivo) i koji čini se stoji u ovom momentu kao sjekira za vratom radničke klase koja dobija i koja će dobiti otkaze. U ovom momentu se pomenuta bratija sjetila da iskasapi i izbaci iz Zakona o radu sve što miriše na radnička prava i tako radnički ionako polurobovski položaj i zvanično i legalno prevede čisto u robovski i uvede lopovsku podvalu zvanu „čekanje“.

Izluđeni vijestima o pandemiji skoro smo i zaboravili ogavni prijedlog Zakona o ustupanju radnika koji je još u decembru prošle godine predložilo Udruženje poslodavaca. Takav sraman prijedlog koji tretira žive ljude kao robu kojom bi poslodavci mogli neometano međusobno trgovati ustvari govori na šta su sve spremni poslodavci u ime daljnjeg perverznog bogaćenja. Time su pokazali spremnost na povratak u legalni robovlasnički sistem gdje bi se ljudi ponovo prodavali kao marva na pijacama. Stoga se čini da je od istih autora, ljubitelja jeftine radne snage koja im je omogućila i prošlogodišnji profit od 3 milijarde KM, vjerovatno došao i novi zakon koji bi uveo pojam čekanja, pri kojem radnici neće biti na teretu ni državi ni poslodavcima. Ipak, nadajmo se da će pomenuta koalicija vlasti i krupnog kapitala ipak imati mrvu ljudskosti pa i zdravog razuma prije nego bude prekasno i za ljudskost i za zdrav razum.
