Smjene direktora škola u TK građane će koštati milione maraka?
Izmjene i dopune zakona o osnovnom i srednjem obrazovanju Tuzlanskog kantona donose niz pogodnosti za uposlene u ovom sektoru i naišle su na odobravanje zastupnika na posljednjoj sjednici Skupštine Tuzlanskog kantona. Sve dok se nije došlo do amandmana, koji su također usvojeni a prema kojima prestaje mandat članovima školskih odbora, a silom zakona, kako je navedeno i mandat zatečenim direktorima škola. Tako je u jednom danu smijenjen 121 direktor škole. Uslijedit će i sudski procesi. Odštete bi platili građani.
Ovo su amandmani čijim je usvajanjem prestao mandat svim članovima školskih odbora, kao i svim direktorima osnovnih i srednjih škola u Tuzlanskom kantonu. Dopune zakona su usvojene po skraćenom postupku, nije bilo Javne rasprave, niti mišljenja Ureda za zakonodavstvo.
„To će značiti da po sili Zakona, odnosno po automatizmu će biti razriješeni, odnosno dobiće otkaz o radu 121 direktor u osnovnim i srednjim školama na području Tuzlanskog kantona“, kaže Midhat Čaušević, zastupnik SDA u Skupštini TK.
Jedan od onih koji će biti smijenjen, pristao je govoriti za Federalnu TV. Sanelu Mumiću, direktoru Osnovne škole Dubrave u Živinicama, do kraja mandata ostalo je nešto više od tri godine.
“Ovdje sama riječ sila zakona zvuči ružno, brutalno i sad se pitamo da li na taj način i djeluje vlast. Ja vjerujem da će ovdje preovladati razum i demokratija”, smatra Sanel Mumić, direktor Osnovne škole Dubrave Živinice.
Sasvim je jasno da ovi amandmani nisu bili sastavni dio zakona koje je predložilo resorno ministarstvo, ali…
„Mi kao izvršna vlast izvršavamo ono što nam zakonodavna vlast naredi“, kazao je Elvis Baraković, ministar obrazovanja i nauke TK.
Tako će uslijediti i brojne tužbe. Najavili su to direktori koji će ostati bez posla.
„Posebno nas direktora, ima nas 15 na Tuzlanskom kantonu koji nemamo zasnovan stalni radni odnos. Dakle, nakon implentacije ovog Zakona mi se prijavljujemo na Zavod za zapošljavanje, a ja ću svoja prava sasvim sigurno tražiti na sudu“, izjavio je Sanel Mumić, direktor OŠ Dubrave Živnice.
Mogući sudski procesi do kojih će sigurno doći mogli bi završiti višemilionskim odštetama iz Budžeta. To će na kraju platiti građani.
