Lideri Zapadnog Balkana na samitu sa šefovima država članica EU-a
Samit se vidi kao prilika da se potvrdi evropska perspektiva Zapadnog Balkana i njegova dalja integracija u Uniju.
Samit Evropska unija – Zapadni Balkan bit će održan u utorak i srijedu, 5. i 6. oktobra, na Brdu kod Kranja u Sloveniji, a okupit će šefove država članica EU-a i lidere Zapadnog Balkana.
Samit se vidi kao prilika da se potvrdi evropska perspektiva Zapadnog Balkana i njegova dalja integracija u Uniju, ali i da se pruži dodatni podsticaj primjeni Evropskog investicionog i ekonomskog plana.
Domaćin samita je premijer Slovenije Janez Janša, a skupom će predsjedavati predsjednik Evropskog vijeća Carles Michel, koji će, zajedno s predsjednicom Evropske komisije Ursulom von der Leyen, predstavljati EU.
Skupu će prisustvovati lideri svih država članica EU-a i Zapadnog Balkana – Albanije, Bosne i Hercegovine, Crne Gore, Kosova, Sjeverne Makedonije i Srbije.
Ideja o proširenju Evropske unije
Samit će biti održan kroz dvije odvojene sesije; na prvoj će učestvovati lideri država članica EU-a, a na drugoj će im se pridružiti i lideri zemalja Zapadnog Balkana.
U fokusu skupa bit će reafirmacija evropske perspektive Zapadnog Balkana, koja je, kako ističu u EK-u, od obostranog strateškog interesa i ostaje zajednički strateški izbor.
Tu poruku je, kao odgovor na sve izraženijie kritike i skepticizam u regiji prema strategiji proširenja EU-a, tokom prošlosedmične posjete Zapadnom Balkanu, prenijela i Ursula von der Leyen, ponavljajući svoju podršku zemljama Zapadnog Balkana da se pridruže Uniji.
Također, neposredno uoči sastanka evropskih lidera, na kojem će se razgovarati o proširenju Unije, Slovenija, koja trenutno predsjedava Vijećem EU-a i koja je domaćin skupa, objavila je ideju o priključenju država Zapadnog Balkana, uključujući Srbiju i Bosnu i Hercegovinu, do kraja desetljeća.
Taj prijedlog je iznesen na sastanku ambasadora u Briselu i navodno je iznenadio ostale zemlje članice, dok su ga neke opisale kao potpuno nerealan, s obzirom na ekonomske i političke izazove u regiji.
Deseci milijardi eura bespovratnih sredstava
Na Samitu u Sloveniji bit će razmatrano i unapređenje saradnje u cilju društveno-ekonomski oporavka regije od posljedica pandemije COVID-19, kao i provođenje Ekonomskog i investicionog plana (EIP), vrijednog 30 milijardi eura, kojim će EU u narednih sedam godina pružiti finansijsku pomoć regiji.
Također, EU će osigurati bespovratna sredstva u iznosu od devet milijardi eura kroz 10 ključnih investicionih projekata.
Teme skupa bit će i intenziviranje regionalne saradnje, kao i potencijali za dalju saradnju u političkim i sigurnosnim pitanjima od zajedničkog interesa.
Na plenarnoj sjednici liderima EU-a pridružit će se predstavnici Evropske investicione banke (EIB), Evropske banke za obnovu i razvoj (EBRD), Svjetske banke i Vijeća za regionalnu saradnju (RCC).
Očekuje se da države članice, uz pristanak zemalja Zapadnog Balkana, na kraju Samita usvoje deklaraciju, dogovor o većini tačaka je postignut dok se rasprava, prema saznanjima Tanjuga u Briselu, još vodi oko toga na koji način će se definirati “evropska perspektiva regije“.
Samit je dio strateškog angažmana EU-a sa Zapadnim Balkanom, u skladu sa Strateškom agendom 2019-24, a prethodili su mu Samit EU – Zapadni Balkan 2018. godine u Sofiji i Samit EU – Zapadni Balkan 2020. godine u Zagrebu, koji je održan u online formatu.IZVOR: AGENCIJE
