Usvojene izmjene Izbornog zakona BiH
Sa 28 glasova za, devet protiv i jednim suzdržanim, Predstavnički dom Parlamentarne skupštine BiH danas je u Sarajevu usvojio po hitnom postupku Prijedlog zakona o izmjenama i dopunama Izbornog zakona BiH, kojim se predviđa skeniranje glasačkih listića u svrhu utvrđivanja rezultata izbora.
Prijedlog izmjena i dopuna Izbornog zakona BiH došao je od Mirsada Mešića, Damira Bećirovića, Saše Magazinovića, Mirsada Đonlagića, Fehima Škaljića, Damira Arnauta i Denisa Bećirovića, kojim se predviđa skeniranje glasačkih listića u svrhu utvrđivanja rezultata izbora.
Prijedlogom zakona grupe poslanika iz SDP-a, SBB-a i DF-a predviđa se i uvođenje video-nadzora u prostorijama gdje se glasa.
U obrazloženju predloženog zakona navodi se da ručno brojanje glasova, uz sporan kredibilitet i stručnost, otvara širok spektar manipulacija čime se dovode u pitanje iskazana volja birača, pravičnost izbornih rezultata, a time i samih izbora.
Predstavnički dom usvojio je zaključak da se ovaj zakonski prijedlog uputi Domu naroda na razmatranje po hitnom zakonodavnom postupku.

Centralna izborna komisija BiH propisat će procedure koje omogućuju da određeni birački odbor ili više njih može uz skeniranje obaviti i ručno brojanje te u poseban obrazac unijeti i rezultate ručnog brojanja.
U slučaju da se rezultati ručnog brojanja i optičkog skeniranja razlikuju, propisano je da CIK u glavnom centru za brojanje obavi ponovno optičko skeniranje i brojanje te utvrdi tačan rezultat glasovanja na biračkom mjestu.
