Federacija BiH kao talac HDZ-a: Finansijska blokada mogla bi ostaviti nesagledive posljedice
Federacija BiH je od danas zvanično u finansijskoj blokadi, a neusvajanje budžeta za 2019. godinu, kao proizvod političkih kalkulacija, moglo bi ostaviti nesagledive posljedice – prvenstveno na građane.
Budžet za 2019. godinu ranije je dobio podršku u Zastupničkom domu Parlamenta Federacije BiH, ali ne može stupiti na snagu sve dok ga ne potvrdi Dom naroda Parlamenta FBiH na čijem čelu se nalazi Lidija Bradara iz HDZ-a.
Federacija BiH nema usvojenu ni odluku o privremenom finansiranju koja bi mogla osigurati servisiranje rashoda do 31. marta 2019. godine. Za usvajanje ove odluke potrebna je također saglasnost oba doma Federalnog parlamenta.
Posljedice neće osjetiti jedino penzioneri budući da je direktor Federalnog zavoda za penzijsko-invalidsko osiguranje Zijad Krnjić potpisao nalog za isplatu januarskih penzija, napominjući da bi problemi mogli nastati ukoliko se u februaru ne usvoji budžet.
“Prilikom potpisivanja naloga smo imali problem zato što finansijski plan nije potvrđen u Domu naroda Parlamenta Federacije BiH, ali smp plan usvojili na svojim organima. Istina, taj finansijski plan nije pravosnažan dok ga ne potvrde oba doma, ali potvrdit će ga”, optimističan je Krnjić.
Međutim, sve ostale kategorije mogle bi osjetiti posljedice već u februaru, pa je tako ministar za pitanje boraca i invalida odbranbeno-oslobodilačkog rata Salko Bukvarević poručio da zbog neusvajanja budžeta nema isplata boračkoj kategoriji.
Poljoprivrednici su najavili da će, ukoliko do kraja ove sedmice ne bude usvojen budžet Federacije BiH za 2019. godinu, izaći na ulice i blokirati centrale političkih stranaka i zgradu Ureda visokog predstavnika međunarodne zajednice (OHR) u BiH.
Ured visokog predstavnika (OHR) u BiH i ambasade SAD-a i Njemačke ranije su se oglasili saopćenjem za javnost u kojem su naveli kako stari saziv Doma naroda Parlamenta FBiH na čelu s Bradarom nema legitimitet da usvoji bilo koji zakon.
S ovim stavom složila se i Bradara koja je odlučila da ne sazove sjednicu Doma naroda Parlamenta FBiH, poručujući kako nema potrebe za panikom, jer se neće dopustiti da bilo ko trpi.
Ove sedmice delegati iz reda bošnjačkog naroda u Domu naroda Parlamenta FBiH uputili su Bradari zahtjev za sazivanje vanredne sjednice federalnog organa zakonodavne vlasti, a na kojoj bi razmatrali budžet za 2019. godinu.
U obrazloženju su naveli da je Bradara dužna sazvati sjednicu u roku kraćem od 14 dana te da zahtjev za sazivanje vanredne sjednice upućuju kako bi spriječili ekonomski kolaps u entitetu FBiH zbog neusvajanja predloženih akata u Domu naroda Parlamenta FBiH.
