Jučer je ponuđen prvi paket ekonomske pomoći, ali glavna i hitna mjera je izostala – pomoć vezano za uplatu doprinosa, poreza i plata.
Mnogima je mjerama entiteta zabranjen rad. Poslodavci i radnici ne mogu raditi i zaraditi novac da bi platili doprinose, poreze i svoje plate.
Mnogi me nisu shvatili kada sam prije nekoliko dana napisao da je jeftinije za državu da održi poslovnu aktivnost, nego da sve pokrene od nule. Bolje je jedan mjesec ili period koliko traje kriza, uvesti moratorij na naplatu doprinosa za one subjekte kojima je zabranjen rad i tako dati šansu da ta firma preživi, nego natjerati firmu da otpusti sve radnike i zatvori se.
🧮 Matematika je sljedeća:
➡️ Ako jedna firma ima deset radnika i svaki radnik ima neto platu 1.000 KM, doprinosi i porezi su po radniku iznose 726 KM.
➡️ Ova firma mjesečno uplaćuje 7.260 KM doprinosa i poreza ili 87.120 KM godišnje, te isplaćuje plate koje ti radnici troše. Na svaki potrošen iznos država ubire i PDV koji ide u budžet.
➡️ Ako je ovoj firmi sada zabranjen rad, oni ne mogu zaraditi novac i platiti doprinose i poreze. Nema ni PDV-a.
➡️ Da li je bolje u ovoj situaciji odreći se doprinosa jedan mjesec (7.260 KM) ili prolongirati uplatu za narednu godinu i osigurati da firma može preživjeti i uplaćivati kasnije doprinose (79.860 KM), ili insistirati da sada uplati 7.260 KM, otpusti sve radnike i prekine rad❓🤔
Za državu (entitete), jeftinije je da se zaduži i iz toga finansira nedostajuće doprinose, prolongira uplatu doprinosa jedan – dva – tri mjeseca i omogući firmi da preživi, koja će onda uplaćivati do kraja godine doprinose i poreze, nego sada naplatiti jedan mjesec, a da onda ti svi radnici dobiju otkaz.
Pored toga, za većinu radnika koji dobiju otkaz, ukoliko su ispunjeni zakonski uslovi, entiteti će morati isplaćivati naknade za nezaposlenost. Dodatni teret u ovoj teškoj situaciji.
Zbog ovoga je bitno održati privrednu aktivnost po svaku cijenu, koliko god se morali zadužiti, jer samo tako se osigurava stabilnost PIO i Zdravstvenog fonda i radnih mjesta.
