Izvještaj ICG-a: SDA je odbila kompromis HDZ-a i bošnjačkih stranaka o izbornom zakonu, a HDZ je odbio zadnju ponudu EU
Nevladina organizacija pod nazivom Međunarodna krizna grupa (ICG) sa sjedištem u Briselu objavila je 7. jula opširan izvještaj o Zapadnom Balkanu gdje analiziraju ključne probleme, uzročnike krize te iznose detalje iz pokušaja da se pronađu rješenja.
U izvještaju se opisuje složena situacija u zemljama regije pa i Bosne i Hercegovine. Opisano je detaljno stanje u svim zemljama s naglaskom da nisu napravljeni iskoraci kakvi su se očekivali nakon rata.
Ideja koja je davno zacrtana je bila da će zemlje Zapadnog Balkana postati članice EU, a većina tih zemalja će se pridružiti i NATO savezu, što je ocijenjeno kao najbolji put za cementiranje dugoročnog mira i prosperiteta.
Kada je u pitanju BiH naglašen je novi geopolitički momenat nakon ruske agresije na Ukrajinu, s naglaskom na separatizam Milorada Dodika. U izvještaju je naznačeno kako je nametanje zakona o zabrani negiranja genocida utjecalo na politiku srpskih stranaka iz RS-a i bojkot državnih institucija. Potom je opisana atmosfera nakon dolaska novog visokog predstavnika Christiana Schmidta te donošenje zaključaka u Narodnoj skupštini RS-a u pravcu podrivanja državnih institucija.
Potom se autori izvještaja za BiH osvrću na krizu koja je nastala u Federaciji BiH zbog izbornog zakona.
“Dok su Srbi pokretali nešto što se moglo smatrati usporenim pokušajem odvajanja, eskalirao je dugo tinjajući spor između Bošnjaka i Hrvata zbog izbornog zakona…Spor oko izbornog zakona podriva svaku nadu da bi Hrvati i Bošnjaci mogli predstavljati jedinstven front protiv srpskog separatizma te truje odnose na nacionalnom nivou. To je imalo obrnut efekat, zbližavajući hrvatske lidere i Milorada Dodika u međusobnoj suprotnosti sa Sarajevom”, navodi se između ostalog.
Opisuje se da je Hrvatska jasno dala doznanja da će blokirati sankcije EU Dodiku te je stala na stranu sa Mađarskom.
“Kompromisni prijedlog o izbornom sporu dobio je saglasnost krajem marta od glavne hrvatske stranke i dvije od tri bošnjačke stranke koje su učestvovale u pregovorima, ali jedna bošnjačka stranka (SDA) nije pristala”, navodi se u izvještaju.
U izvještaju je navedeno da je Međunarodna krizna grupa informacije o ovoj temi dobila prilikom telefonskog intervjua od jednog evropskog zvaničnika 30. marta ove godine. U opisu se navodi da su u tim pregovorima učestovovale bošnjačke stranke NiP, SBB i SDA, dok su ostale predominantno bošnjačke stranke učestvovale samo u pregovorima o tehničkim izmjenama zakona, odnosno o integritetu izbornog procesa.
Također je istaknuto da je na kraju HDZ odbio prijedlog EU o reduciranje ovlasti Doma naroda FBiH.
