Počeli razgovori s Turcima o trasi autoputa Sarajevo – Beograd

Predstavnici turske uprave autocesta stigli su u Bosnu i Hercegovinu kako bi sa zvaničnicima otvorili proces konkretnih dogovora.

Autocesta između Sarajeva i Beograda će se graditi, no kuda će ona ići, koliko će koštati i kada će biti dovršena ovisit će o procjenama i potrebama o kojima se tek treba suglasiti unutar Bosne i Hercegovine, kazao je u utorak ministar prometa i komunikacija Bosne i Hercegovine Ismir Jusko.

On je to kazao nakon sastanka u Sarajevu s delegacijom uprave autocesta Turske, koju je predvodio zamjenik direktora Mehmed Tutas.

Političku saglasnost za gradnju savremene cestovne veze između Beograda i Sarajeva postigli su 29. januara na sastanku u Istanbulu član Predsjedništva Bosne i Hercegovine Bakir Izetbegović i srbijanski predsjednik Aleksandar Vučić, koje je tamo pozvao turski predsjednik Recep Tayyip Erdogan.

“Taj je sastanak pokazao kako Turska želi krenuti u provedbu ovog projekta što prije”, kazao je Jusko.

Studija izvodljivosti

Predstavnici turske uprave autocesta stigli su u Bosnu i Hercegovinu kako bi sa zvaničnicima različitih nivoa vlasti u toj državi otvorili proces konkretnih dogovora, uključujući preciziranje finansijske konstrukcije.

Jusko je kazao kako je prvi korak izrada studije izvodljivosti, a predstavnici dva bh. entiteta u ovom su trenutku mogli samo predstaviti svoje strateške prioritete.

Turska inicijativa za gradnju autoceste između Sarajeva i Beograda pokrenuta je 2016. godine, kao dio napora koje Ankara poduzima ne bi li pomogla stabiliziranje osjetljivih odnosa između Bosne i Hercegovine i Srbije, ali i kako bi istovremeno učvrstila svoj utjecaj u regiji.

Iako su iz Turske stigle naznake kako je ta država spremna podnijeti najveći dio finansijskog tereta gradnje autoceste, sve je zakomplicirano problemima u samoj Bosni i Hercegovini, jer se između dva entiteta nije mogao postići ni načelan dogovor o optimalnoj trasi.

Vlasti bh. entiteta Republika Srpska insistirale su na tome da se put gradi preko slabo naseljenih dijelova istočne Bosne, prema Višegradu i dalje ka Čačku, dok su u entitetu Federacija Bosne i Hercegovine tražili da se autocesta gradi preko Tuzle i Bijeljine, uz ocjenu kako je jedino to ekonomski opravdano, s obzirom na potencijalni broj korisnika i ekonomsku razvijenost sjeveroistočnog dijela zemlje.

Izetbegović i Vučić nakon toga su zaključili kako bi bilo najbolje graditi neku vrstu kružnog pravca, odnosno napraviti kombinaciju autoceste i brze ceste koja bi bila projektirana kroz obje predložene trase.

Regionalni socioekonomski projekt

Kako je kazao Jusko, sada slijedi objedinjavanje svih raspoloživih podataka, no u ovom trenutku Turcima je teško predložiti konkretan model finansiranja, dok ne bude donesena konačna odluka o trasi, odnosno dok ne bude jasno koliki će biti troškovi koji proizlaze iz konačnog projekta.

Turski ambasador u Bosni i Hercegovini Haldun Koc potvrdio je kako je Erdogan lično zatražio od svih nadležnih u Turskoj da učine sve kako bi se ovaj projekt što prije realizirao, ističući kako je to dokaz snažne političke volje Ankare da u tome učestvuje.

Dodao je kako je za sada preuranjeno govoriti o modalitetima gradnje, finansiranju i rokovima, jer sve to ovisi o tačnim procjenama.

“Ovo je regionalni socioekonomski projekt, kojim Turska želi doprinijeti jačanju i razvitku regije”, istakao je turski ambasador.
