Pojedini Domovi zdravlja u TK nezakonito naplaćuju roditeljima uslugu izdavanja ljekarskog uvjerenja za djecu kod upisa u predškolske ustanove i za polazak u školu!
Da je Bosna i Hercegovina, nažalost, zemlja u kojoj nisu osigurana osnovna prava djeteta zagarantovana međunarodnim konvencijama, već šta više, da se uskraćuju i ona koja su zakonom utvrđena, potvrđeno je i u primjeru izdavanja ljekarskih uvjerenja za upis djece u predškolske ustanove i osnovno obrazovanje u TK.
Godinama JZNU Dom zdravlja u Tuzli, kao i većina drugih domova zdravlja u ovom kantonu, na osnovu interne odluke, roditeljima/starateljima djece koja imaju obavezno zdravstveno osiguranje dodatno naplaćuje uslugu izdavanja ovih uvjerenja (potvrda), iako je to u suprotnosti sa Konvencijom o pravima djeteta, federalnom Odlukom o utvrđivanju osnovnog paketa zdravstvenih prava te Naredbom o standardima i normativima zdravstvene zaštite iz obaveznog zdravstvenog osiguranja u Federaciji BiH.
I pored inicijative, koju je na prijedlog Udruženja „Zemlja djece u BiH“, na 33. redovnoj sjednici Gradskog vijeća Tuzla, održanoj dana 28.05.2019. godine, uputila vijećnica Lejla Osmančević, nakon toga i Ministarstvo za ljudska prava i izbjeglice BiH, JZNU Dom zdravlja Tuzla uporno odbija da ukine ovo plaćanje, navodeći da isto ne spada u vid obaveznog zdravstvenog osiguranja.
Ipak, nedavno očitovanje Zavoda zdravstvenog osiguranja TK jasno je ukazalo da se ova zdravstvena usluga plaća domovima zdravlja po osnovu ugovora sa ovim Zavodom, iz javnih sredstava, i da su isti obavezni navedenu zdravstvenu uslugu pružiti osiguranim licima u okviru obaveznog zdravstvenog osiguranja.
˝Pred nama je niz pitanja za nadležne organe. Gdje i kako se troše protupravno naplaćena sredstva od roditelja za ove namjene, da li će osnivači domova zdravlja koji su imali/imaju ovu praksu te Zavod zdravstvenog osiguranja pokrenuti sistem odgovornosti za „duplo naplaćivanje usluga“, hoće li se već naplaćena sredstva vratiti roditeljima/starateljima ili će se ista oduzeti i usmjeriti na unapređenje kvaliteta života djece u lokalnoj zajednici, ili će sve ovo imati već viđeni scenarij: v'uk sit, a ovce na broju’. Poruka za roditelje: Dragi roditelji, ne plaćajte ljekarska uvjerenja za djecu, to je vaše pravo a ne obaveza˝, saopćila je direktorica Udruženje „Zemlja djece u BiH“ Mirsada Bajramović.
