Radnici odlaze, poslodavci počeli nuditi veće plaće

Tržište diktira plaću. One u posljednje vrijeme idu gore, jer nam nedostaje radne snage, ljudi idu vani. Poslodavci su prinuđeni da podižu plaće, govori Adnan Smailbegović

Pojedini poslodavci u Federaciji BiH su povisili plaće zaposlenicima s 500 ili 600 KM na 700 ili 800 KM, jer je evidentno da radnici odlaze u inostranstvo gdje će biti mnogo bolje plaćeni za isti posao. Povećanje plaća su još sporadični slučajevi u realnom sektoru, pa Savez samostalnih sindikata BiH već jedan izvjestan period traži povećanje minimalne plaće u FBiH s 406 KM, na 630 KM o čemu su upoznati i poslodavci. Da bi se povećale najniže plaće u cijeloj Federaciji, prema riječima Adnana Smailbegovića, predsjednika Udruženja poslodavaca FBiH, potrebno je ispuniti nekoliko preduvjeta. On dodaje kako visinu plaća zapravo diktira tržište.

Topli obrok u minimalnoj plaći od oko 600 KM 

– Da bi se povećale plaće potrebno je nekoliko preduvjeta, od kojih su možda tri važna. Jedan je da će po novom Zakonu o radu koji je već na snazi, Vlada FBiH donositi odluku o minimalnoj plaći. Naravno, to ide uz prethodnu saglasnost Ekonomsko-socijalnog vijeća za područje FBiH i ide uz kriterije koje će Vlada donijeti, a koji su potrebni za utvrđivanje visine najnižih plaća. I imamo informaciju da Vlada priprema tu odluku. Druga stvar je način regulisanja toplog obroka… I treća stvar je što je u nekoliko granskih kolektivnih ugovora, koji su u javnom sektoru, a koje je potpisala Vlada FBiH, minimalna plaća vezana preko koeficijenta za ukupnu plaću. To znači da vi automatski, ako podignete minimalnu plaću za deset posto, sve plaće idu za deset posto, i to bi bilo neizdrživo – govori nam Smailbegović.

On kaže da se tačno mora znati kome povisti plaću.

– Podsjećam da je minimalna plaća od 406 KM, po bivšem općem kolektivnom ugovoru koji je prestao da važi. E sada ova plaća od oko 600 KM koju predlaže Sindikat, ona uopće nije problematična kada u nju uđe topli obrok, što je Vlada već predložila i ne bih se bunio da bude 600 KM. Ali isto tako se moraju izbaciti i oni granski kolektivi ugovori, koeficijenti. Jer ako vi podignete osnovicu na 600 KM, to je povećanje od 50 posto, odoše budžeti gore, što je neprihvatljivo – govori.

Upitali smo da li je već zbog odliva radne snage u BiH bilo podizanja plaća u realnom sektoru?

– Da, u tekstilnoj industriji je povećana minimalna plaća, u metalu mislim da je povećana za nekih 20 posto. Vidite, mi to već radimo. Plaće su defakto tržišna kategorija. Znate, ne možete vi nikakvim aktom, dekretom definisati minimalnu plaću i kazati: “Ispod ovog nećemo, to je socijalni minimum”. Tržište diktira plaću. One u posljednje vrijeme idu gore, jer nam nedostaje radne snage, ljudi idu vani. Poslodavci su prinuđeni da podižu plaće. Nema tu hoćete-nećete, jednostavno morate. Nema više ljudi koji su spremni da rade za 500 ili 600 KM, sada je to 700 ili 800 KM, a bit će vrlo brzo i 1.000 KM i to je to. U suprotnom, ostajete bez radnika – kaže nam Smailbegović.

Rasteretiti privredu u korist radnika, a ne samo poslodavaca

Pričali smo i sa Katom Iveljić, predsjednicom Sindikata hemije i nemetala u FBiH, koja je mišljenja da je Opći kolektivni ugovor koji je istekao propisivao minimalna prava i kao takav je, kaže, “ugrožavao sve živo”.

– I sada su najugroženije grane u privatnom sektoru trgovina, tekstil i koža, obuća, građevinarci. Kada kažete povećanje najniže plaće, treba prvo reći šta čini tu plaću? Ako ćemo imati 600 KM plaću bez koeficijenata, pa to je malo. Ali ako kažemo da je to osnovica za obračun plaće, onda je to nešto drugo. Da bi se došlo do povećanja plaća, općenito prethodno vi morate rasteretiti privredu, a to je zadatak vlada. Ali ne rasterećenje samo za poslodavce, već da to na svojim plaćama u smislu povećanja, osjete radnici. Svi se kunu u realni sektor, ali nema povećanja plaća za ljude koji stvaraju novu vrijednost – naglasila je Iveljić.
