Izgradili smo vlastite kapacitete da će u noći sa 4. na 5. decembar prvi put do sada institucija BiH biti odgovorna za pružanje usluga zračne navigacije na cjelokupnom zračnom prostoru Bosne i Hercegovine. Potvrdio je ovo za „Avaz“ Davorin Primorac, direktor Agencije za pružanje usluga u zračnoj plovidbi (BHANSA).

Važan događaj

O koliko važnom događaju za BiH i njen suverenitet se radi govori i podatak da su i u bivšoj Jugoslaviji postojala dva centra oblasne kontrole letenja – Zagreb i Beograd.

Zagreb je bio odgovoran za kontrolu zapadnog, a Beograd istočnog dijela zemlje.

– Linija razgraničenja između nadležnosti Zagreba i Beograda bio je 18. meridijan, koji siječe BiH ravno popola, na istočnu i zapadnu polutku. Ta linija se još famozno zove „Bosna linija“. Sa 5. decembrom ta linija neće više postojati. Konačno ostvarujemo pravo na svoj suverenitet i kada je u pitanju zračni prostor – kaže Primorac.

Vijeće ministara je još 2005. godine donijelo odluku da se ide u realizaciju Strategije upravljanja zračnim prometom u BiH te je odobreno zaduženje od 17 miliona eura. Ali, rok za preuzimanje kontrole neba je konstantno pomjeran. Tada je to bilo u nadležnosti Direkcije za civilno zrakoplovstvo (BHDCA).

69 kontrolora

Tek osnivanjem BHANSA-e 2009. godine, odnosno dolaskom Primorca na njeno čelo, 2015. napravljeni su konkretni koraci.

– BHANSA je u novembru 2014. godine počela pružati usluge kontrole letenja do visine 10.000 metara. U tom dijelu zračnog prostora odvija se 20 posto od ukupnog prometa. Kad preuzmemo naše nebo, preuzimamo povećanje prometa koje se mjeri sa 800 posto – ističe Primorac.

Navodi kako je za sav posao trebalo odškolovati 69 kontrolora letenja kao i realizirati kapitalne investicije, uložiti u infrastrukturu i opremu.

Nismo bili sposobni pružati usluge

 – Nismo pružali usluge zračne navigacije, jer nismo bili sposobni. Hrvatska i Srbija su imali određene troškove za pružanje usluga, ali su oni i naplatili te usluge. Sada to možemo sami. Možemo ulagati u opremu, ljudske resurse, graditi sposobnost za buduća vremena – ističe Primorac.

Preuzimanjem kontrole neba prihodi BHANSA-e bit će povećani za 30 posto. Planirani prihodi za 2020. godinu iznose oko 72,5 miliona KM, a u 2015. godini iznosili su 36,2 miliona maraka.
