Vlada TK: Svim korisnicima novčane podrške u poljoprivredi u 2019. godini isplaćeni odobreni iznosi

Vlada je na današnjoj sjednici prihvatila Izvještaj o realizaciji novčanih podrški u poljoprivredi i ruralnom razvoju u 2019. godini. Federalnim programom su planirana sredstva za realizaciju novčanih podrški u poljoprivredi i ruralnom razvoju u 2019. godini u iznosu od 68.700.000,00 KM. Ukupan iznos ostvarenih novčanih podrški u 2019. godini za korisnike sa područja Tuzlanskog kantona iznosi 10.803.339,29 KM. Federalnim programom je propisano da fizička lica mogu ostvariti novčanu podršku samo do iznosa od 6.000,00 KM, dok za obrte i pravna lica nije propisana ograničavajuća visina novčane podrške, osim za pojedine proizvodnje, gdje je iznos novčane podrške bio limitiran obimom poljoprivredne proizvodnje koja se potiče. Jedan od općih uvjeta za ostvarivanje prava na novčanu podršku je upis klijenata, odnosno podnosioca zahtjeva u Registar poljoprivrednih gazdinstava i Registar klijenata. Do momenta sačinjavanja izvještaja u navedene registre na području Kantona upisano je 17.945 poljoprivrednih gazdinstva, od čega 17.205 porodičnih poljoprivrednih gazdinstva i 740 poljoprivrednih gazdinstava-privrednih subjekta, među kojima 139 privrednih društava, 26 zadruga, 548 obrtnika, 1 obrazovna ustanova, 2 vjerske organizacije, 16 udruženja i 8 ostalih pravnih subjekata.
U 2019.godini za novčanu podršku koja se finansira iz Budžeta FBiH ukupno je podneseno 6.229 zahtjeva od toga je odbijeno 201 zahtjev. U oblasti biljne prozvodnje iz federalnog budžeta je u 2019. godini odobrena novčana podrška u iznosu od 1.058.568,78 KM, što čini 9,80 % od ukupno odobrene novčane podrške. Odobrena novčana podrška za animalnu proizvodnju iznosi 9.375.263,04 KM, odnosno 86,78 % od ukupno odobrene novčane podrške. Kada su u pitanju pojedinačne proizvodnje, najveći iznos novčane podrške odobren je u proizvodnji svježeg kravljeg mlijeka i iznosi 7.919.211,24 KM, odnosno 73,30%od ukupno odobrene podrške. Kantonalnim zakonom se osigurala harmonizacija mjera novčanih podrški na kantonalnom i federalnom nivou, te definisale mjere podrške poljoprivrednoj proizvodnji i mjere strukturne politike, koje će omogućiti sigurnost i kontinuitet novčanih podrški, sa ciljem stvaranja i poticanja poljoprivredne proizvodnje, poboljšanja životnog standarda poljoprivrednih proizvođača, sa posebnim akcentom na stvaranju povoljnijih uvjeta za rješavanje njihovog radno-pravnog statusa. To znači da su se Kantonalnim programom nastojale obuhvatiti poljoprivredne proizvodnje za koje Federalnim programom nije predviđena novčana podrška, kao i proizvodnje za koje su postavljene visoke proizvodne kvote po jedinici proizvodnje na federalnom nivou, a koje su od interesa za razvoj ukupne poljoprivredne proizvodnje na Kantonu. Imajući to u vidu, ukupno odobrena novčana podrška iz Budžeta Kantona za proizvodnje planirane Kantonalnim programom za 2019. godinu iznosila je 4.100.000,00 KM, a ukupan iznos ostvarenih novčanih podrški iznosi 4.117.511,99 KM. Uprkos nedovoljnom iznosu sredstava, Kantonalnim programom obuhvaćene su ne samo novčane podrške u sklopu mjera podrške proizvodnji, već i novčane podrške u sklopu mjera strukturne politike, kroz model kapitalnih ulaganja i model ostalih vrsta podrški. Ovi modeli poticaja imaju veliki značaj u stvaranju uslova za povećanje obima i vrsta proizvodnji kao i zadržavanja stanovništva na selu. Gradske/općinske službe nadležne za poslove poljoprivrede su Kantonalnom ministarstvu dostavile 2.199 rješenja o ostvarenju prava na novčanu podršku u poljoprivredi i ruralnom razvoju za 2019. godinu. Bitno je napomenuti da su svim korisnicima koji su ostvarili pravo na novčane podrške u 2019. godini isplaćeni odobreni iznosi, ta da za razliku od prethodnih godina nisu prenesene neisplaćene obaveze prema korisnicima za narednu godinu.
